MINUTES CITY OF DRIPPING SPRINGS PARKS & RECREATION COMMISSION REGULAR MEETING Monday,April 8,2013-6:00 pm City Hall,511 Mercer Street, Dripping Springs,TX 1. MEETING CALLED TO ORDER AND ROLL CALL Chair Robbie Zamora calls the meeting to order at 6:07 PM and takes roll call. Present: Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair(DSYSA); Commissioner Rich Moore(DSISD); Commissioner Shelly Reeves(DSISD); soon to be appointed Commissioner Eric Henline; and City Administrator Michelle Fischer. Absent: Commissioner Robert Hayden(CODS)and Commissioner Thao Phan(CODS). II. PRESENTATION BY CITIZENS-no one speaks. III. CONSENT ITEMS Discussion and Possible Action regarding: A. Approval of Regular Meeting Minutes, March 18,2013-Commissioner Moore makes a motion to approve the minutes, seconded by Commissioner Russell. VOTE: all in favor. The motion is carried. IV. BUSINESS Discussion and Possible Action regarding: A. Review of Survey for Update of City of Dripping Springs Master Plan for Parks, Recreation and Open Space-Brent Luck, Luck Design Team, reviews the survey with the Commission and they make some revisions. They discuss including a map for participants to identify where they live. They discuss getting the survey out and holding a public meeting in May or June. B. Update of Charro Ranch Park Master Plan 1. Report from Charro Ranch Park Partners Committee 2. Public Hearing-no one speaks from the public. Garry Child reports that she received comments from two citizens and the City's parks consultant Melody Mitchell. He states that the Charro Ranch Park Committee discussed the comments and that he will incorporate changes based on them into the draft plan. 3. Approval of Updated Plan-no action taken. C. Proposed Amendments to Dripping Springs Independent School District and Dripping Springs Youth Sports Association Leases, Use Agreements, and Maintenance Agreements with  the City of Dripping Springs Regarding the UIL Soccer Field at the Dripping Springs Sports and Recreation Park-Ms. Fischer gives an overview of DSYSA's request to use the UIL soccer field, install lights in the south soccer fields, and modify the irrigation system to the UIL soccer field. The Commissioners are open to the proposed improvements and direct Ms. Fischer and Commissioner Russell to work on the amendments. V. REPORTS Thefollowing updates relate to the planning and administration ofthe City's Parks & Recreation Program. No Action to be Taken: A. Maintenance Report- Michael Keaton-Ms. Fischer gives the report. B. Revenues and Expenses Report -Michelle Fischer, City Administrator-on file. C. Charro Ranch Park - Robert Hayden-Garry Child gives a report on the demonstration garden and fencing. D. Founders Memorial Park - Robbie Zamora and Eric Henline-nothing to report. E. Dripping Springs Ranch Park - Rich Moore-nothing to report. F. Sports & Recreation Park -Eric Russell and Shelly Reeves-Ms. Fisdcher reports on vandalism that occurred and damaged the concession stand window door and an interior door handle and lock. She also reports on the status ofthe softball field improvements. G. Veterans Memorial Park and Triangle - Thao Phan-nothing to report. H. Farmers Market Report- Jo Ann Touchstone, Market Manager-report on file. VI. ANNOUNCEMENTS A. Regular City Council Meeting, Tuesday, April 9, 2013 at 5:30 p.m. B. Regular Plarming & Zoning Meeting, Tuesday, March 26,2013 at 7:00 p.m. C. Regular Parks & Recreation Commission Meeting, Monday, May 13,2013 at 6:00 p.m. VII. ADJOURN-Commissioner Reeves makes a motion to adjourn, seconded by Commissioner Moore. VOTE: all in favor. The motion is carried and the meeting is adjoumed at 7:44 PM.
