MINUTES CITY OF DRIPPING SPRINGS PARKS & RECREATION COMMISSION REGULAR MEETING Monday, May 13,2013-6:00 pm City Hall,511 Mercer Street, Dripping Springs,TX I. MEETING CALLED TO ORDER AND ROLL CALL Chair Robbie Zamora calls the meeting to order at 6:00 pm and takes roll call. Present: Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair (DSYSA); Commissioner Robert Hayaen(CODS); Commissioner Thao Phan(CODS); Commissioner Shelly Reeves(DSISD); and Commissioner Eric Henline(DSISD). Also present are City Administrator Michelle Fischer and Britt Figueroa, who will soon be appointed to the Commission. Absent: Commissioner Rich Moore(DSISD). II. PRESENTATION BY CITIZENS-none. III. CONSENT ITEMS Discussion and Possible Action regarding: A. Approval of Regular Meeting Minutes, April 8,2013-Commissioner Russell makes a motion to approve the minutes, seconded by Commissioner Hayden. VOTE: all in favor. The motion is carried. IV. BUSINESS Discussion and Possible Action regarding: A. Presentation on Founders Memorial Park Clean-Up Event for Girl Scout Silver Award Project, Ashley Bruno, Girl Scout Troop 6/P-Miss Bruno gives a presentation on her project. She has arranged for recycling carts to get labels, drafted a press release, and arranged for recycling signs to be made which will be displayed at the park. Commissioner Hayden makes a motion to approve the project, seconded by Commissioner Zamora. VOTE: all in favor. The motion is carried. B. Update of City of Dripping Springs Master Plan for Parks, Recreation and Open Space-Brent Luck with Luck Design Team goes over the survey with the Commission. They discuss adding a questions about how people in the ETJ can help fund the parks. C. Update of Charro Ranch Park Master Plan 1. Report from Charro Ranch Park Partners Committee- Garry Child, Hays County Master Naturalists and Project Leader, gives an update. 2. Public Hearing- M. Lee Brown states that a land management plan is the primary thing needed for the park. She states that the Master Plan does not adequately address the need for a land management plan, the need for funding, and what funding is available. She recommends adding the recruitment of other organizations and state agencies be added. She says the plans needs more on what we want to do, how we do it, and what is our end goal. She recommends seeking out partnerships. She recommends determining what populations are underserved and adding them to the plan. Ms. Fischer recommends having Brent Luck review the plan and provide feedback. Britt Figueroa offers to review the plan and provide feedback. Commissioners discuss the possibility of creating a non profit organization to assist with fundraising and having a visitor sign in sheet in the bird blind. Commissioner Hayden states that he thinks the land management plan should be a higher priority. 3. Approval of Updated Plan- No action taken. D. Request for Reduced Field Use Fees for Founders Memorial Park Fields for the Period of July 29, through November 8, 2013, Carrie Peterson, Saints Extracurricular & Sports Association-CsLniQ Peterson presents the request (written request on file). Ms. Fischer recommend approval of the request (written memo and recommendation on file). Commissioner Russell makes a motion to approved the request with the condition that DSYSA approve the request and schedule the use of the fields, seconded by Commissioner Hayden. VOTE: all in favor. The motion is carried. E. Proposed Amendment to the Lease Agreement between the City of Dripping Springs and the Dripping Springs Independent School District for a Portion of the Dripping Springs Sports & Recreation Park - Ms. Fischer goes over the amendments, which are redlined in the agreement. Commissioner Russell makes a motion to approve the proposed amendment contingent on the irrigation and utilities for the UIL soccer fields being removed from the other UIL fields, and allowing Ms. Fischer to make any necessary minor revisions to the agreement, seconded by Commissioner Reeves. VOTE: all in favor. The motion is carried. F. Proposal from Dripping Springs Youth Sports Association to Use the UIL Soccer Field, Install Fencing Adjacent to the UIL Soccer Field,Improve the Irrigation System for the UIL Soccer Field, and to Install Lighting at the UIL Soccer Field and South Soccer Fields- Robert Depwe with DSYSA gives a presentation on the proposal. Commissioners ask that DSYSA determine if the waterline needs to be upgraded to serve the adult Softball fields should those be served off the same line in the future. Ms. Fischer states that City Staff has concerns with the proposed lighting because it does not comply with the Lighting Ordinance. She asks that if lighting is approved, it is approved contingent on City Staff approval. She reports that Jon Thompson, the City's Planning Director, is concemed with the weight of the lights on the poles between the lower adult softball fields and the UIL soccer field and wants to get confirmation from PEC that the poles are adequate. Commissioner Russell makes a motion to approve the proposal with the condition that City Staff approve the lighting plan, irrigation, and fencing, seconded by Commissioner Hayden. VOTE: all in favor. The motion is carried. G. Proposed Amendments the Use Agreement between the City of Dripping Springs and the Dripping Springs Youth Sports Association for Founders Memorial Park and the Dripping Springs Sports & Recreation Park- Ms. Fischer and Commissioner Russell go over the amendments regarding items F and G, which are redlined in the agreements. Commissioner Russell makes a motion to approve the amendments contingent of B.5 changing to one field at Founders Memorial Park, D. 10 changed to strike out being left in but for Sports & Recreation Park, updating Exhibit A Founders Memorial Park map, and allowing Ms. Fischer to make minor changes is needed, seconded by Commission Phan. VOTE: all in favor. The motion is carried. H. Proposed Amendments to the Interlocal Shared Maintenance Agreement between the City of Dripping Springs, the Dripping Springs Independent School District, and the Dripping Springs Youth Sports Association for the Dripping Springs Sports & Recreation Park-Commissioner Russell gives an overview of the proposed amendments. Commissioner Russell makes a motion to approve the amendment, seconded by Commissioner Phan. VOTE: all in favor. The motion is carried. I. Update on Construction and Funding for Dripping Springs Ranch Park Improvements-Ms. Fischer gives an overview ofthe construction and funding. Commissioners ask for more detailed information to be presented to the Commission in the future. V. REPORTS Thefollowing updates relate to the planning and administration ofthe City's Parks <6 Recreation Program, No Action to be Taken: A. Maintenance Report- Michael Keaton-report on file. Commissioner Zamora reports that the DSISD concession stand was broken into when the City/DSYSA concession stand was broken into. B. Revenues and Expenses Report -Michelle Fischer, City Administrator-on file. C. Charro Ranch Park - Robert Hayden- Commissioner Hayden reports on vandalism that occurred at the park; the demonstration garden is doing well; fencing work is almost complete, and there will be a HCMN work day. D. Founders Memorial Park - Robbie Zamora and Eric Flenline- Commission Zamora reports that the trail is washed out on the west side, there is debris by the fire hydrant, there are weeds in the trail, and the cedars need to be trimmed along the trail. E. Dripping Springs Ranch Park - Rich Moore- no report. F. Sports & Recreation Park -Eric Russell and Shelly Reeves- no report. G. Veterans Memorial Park and Triangle - Thao Phan- no report. H. Farmers Market Report- Jo Ann Touchstone, Market Manager- no report. VI. ANNOUNCEMENTS A. Regular City Council Meeting, Tuesday, May 14, 2013 at 5:30 p.m. B. Regular Planning & Zoning Meeting, Tuesday, May 28,2013 at 7:00 p.m. C. Regular Parks & Recreation Commission Meeting, Monday, June 10, 2013 at 6:00 p.m. VII. ADJOURN-Commissioner Russell makes a motion to adjourn, seconded hy Commissioner Hayden. VOTE: all in favor. The motion is carried and the meeting is adjourned at 8:25 pm.
