CITY OF DRIPPING SPRINGS
PARKS & RECREATION COMMISSION
REGULAR MEETING

I. MEETING CALLED TO ORDER AND ROLL CALL
Chair Robbie Zamora calls the meeting to order at 6:02 pm and takes roll call. Present:
Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair
(DSYSA); Commissioner Tbao Pban(CODSk Commissioner Britt Figueroa(CODS);
and Michelle Fischer, City Administrator. Aosent: Commissioner Robert Hayden
(CODS); Commissioner Eric Henline(DSISD); Commissioner Rich Moore(DSISD);
and Commissioner Shelly Reeves(DSISD).
II. PRESENTATION BY CITIZENS-no one speaks.
III. CONSENT ITEMS
Discussion and Possible Action regarding:
A. Approval of Regular Meeting Minutes, May 13,2013- No action taken.
IV. BUSINESS
Discussion and Possible Action regarding:
A. "Heart for Home"Proposal and Donation Agreement from Sunset Canyon
Baptist Church to donate the following for Founders Memorial Park:
construction of an information kiosk; repair of the bleacher seating(owned
by DSYSA); five 6-foot Web Coat tables to be used at the pavilion; three 6-
foot Web Coat benches,including installation; and the removal of dead trees
and tree trimming from June 24 through 28,2013,Lonny D,. Foe,Senior
Pastor,Sunset Canyon Baptist Church- Mr. Pee gives an overview ofthe
proposal and agreement. He states that the benches and tables are green Webcoat
ones, the metal parts ofthe bleachers will be painted black, two benches will be
installed in the shade by the playground, and one will be installed by the trail near
the groove oftrees along the south east side ofthe lower field. Commissioner
Russell makes a motion to accept the proposal and approve the donation
agreement contingent on final approval ofthe donated items by a subcommittee,
seconded by Commission Phan. VOTE: all in favor. The motion is carried.
B. Request to Use Founders Memorial Park Parking Areas for the Pound House
Fall Fest on Saturday,September 28,2013,from 7:30 am to 6:00 pm,
Jennifer Benesh, Fall Fest Committee- Commissioner Russell makes a motion to
approve the request contingent on insurance covering the City be provided,
seconded by Commissioner Figueroa. VOTE: all in favor. The motion is carried.
C. Application to the 2013 Keep Texas Beautiful Native and
Adapted Plant Demonstration Garden Grant Program for
Charro Ranch Park Bird Viewing Area,M.Lee Brown- M. Lee
Brown gives an overview of the proposed application.
Commissioner Russell makes a motion to approve the preparation
of the application as proposed, seconded by Commissioner
Figueroa. VOTE: all in favor. The motion is carried.
D. Update on Construction, Funding, and Operation of Dripping
Springs Ranch Park Improvements- Commissioner Figueroa
gives a report on her collaboration with City Staff on the event
center marketing and fundraising.
E. Update of City of Dripping Springs Master Plan for Parks,
Recreation and Open Space- Ms. Fischer states she will
schedule two town hall meetings for the update in July.
Commissioners advise her to avoid Monday and Fridays due to
vacations. She reminds Commissioners that the survey closes on
June so"' and she says that a press release on the survey and the
town hall meetings will be issued.
F. Fiscal Year 2014 Budget Request Timeline- timeline on file.
Ms. Fischer asks that Commissioners submit budget requests for
the next meeting.
V. REPORTS
Thefollowing updates relate to the planning and administration ofthe City's Parks
& Recreation Program. No Action to be Taken:
A. Maintenance Report- Michael Keaton
B. Revenues and Expenses Report -Michelle Fischer, City Administrator
C. Charro Ranch Park - Robert Hayden- Garry Child reports that there will be a
work day on Saturday, the gate was vandalized and has been repaired, and he
recommends signs be installed to deter vandalism.
D. Founders Memorial Park - Robbie Zamora and Eric Flenline
E. Dripping Springs Ranch Park - Rich Moore and Britt Figueroa
F. Sports & Recreation Park -Eric Russell and Shelly Reeves- Commissioner
Russell reports that the amendments to the DSISD Lease, Interlocal Shared
Maintenance Agreement, and DSYSA Use Agreement, along with the proposal
for improvements by DSYSA will be presented to the City Council tomorrow.
