MINUTES CITY OF DRIPPING SPRINGS PARKS & RECREATION COMMISSION REGULAR MEETING Monday,July 8,2013 City Hall,511 Mercer Street, Dripping Springs,TX I. MEETING CALLED TO ORDER AND ROLL CALL Chair Robbie Zamora calls the meeting to order at 6:00 pm. City Administrator Michelle Fischer takes roll. Present: Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair(DSYSA); Commissioner Rich Moore(DSISD); Commissioner Thao Phan(CODS); and Commissioner Eric Henline(DSISD). Absent: Commissioner Shelly Reeves(DSISD); Commissioner Britt Figueroa(CODS); and Commissioner Robert Hayden(CODS). Also present are City Administrator Michelle Fischer and Parks & Recreation Consultant Melody Mitchell. II. PRESENTATION BY CITIZENS Mr. Bobby Byrd states that he opposes the rule change initiated by the Dripping Springs Independent School District Conununity Services Department changing the minimum age a person can be at the pool without an adult from over 12 years old to over 15 years old. He states that this rule needs public discourse and is a burden on single parents. He states that he has a 16 year old daughter who can drive but can't leave his 14 year old daughter at the pool with her since she is under 18 years old. He points out that a 16 year old can be a certified lifeguard. He suggests that the rule revert to the way it was and kids could be required to pass a swim test before they are allowed to be at the pool without someone over 18 years of age. Commissioner Zamora directs City Staff to put the rule change on the next regular Commission meeting agenda for discussion and possible action. III. CONSENT ITEMS Discussion and Possible Action regarding: A. Approval of Regular Meeting Minutes, May 13,2013 B. Approval of Regular Meeting Minutes, June 10,2013 Commissioner Phan makes a motion to approve the minutes for May 13 and June 10 as presented, seconded by Commissioner Moore. VOTE: all in favor. The motion is carried. IV. BUSINESS Discussion and Possible Action regarding: A. Update of City of Dripping Springs Master Plan for Parks, Recreation and Open Space 1. Town Hall Meeting on Thursday, July ll"^ at City Hall at 6:30 p.m  2. Town Hall Meeting on Wednesday, July 17^*^ at the Belterra Welcome Center, located at 151 Trinity Hills Dr., Austin, Texas 78737, at 6:30 p.m. No action taken. This item is for informational purposes. B. Application to National Park Service's Rivers, Trails, and Conservation Assistance Program for the City-wide Trails Program-Ms. Mitchell gives an overview of the application and how the grant could assist the City with the City-wide Trail Plan. She states that three letters of support are needed from people or organizations that can assist with implementing the trail plan. Ms. Fischer states that she and Melody looked at options for the grant, including a land management plan or other programs and improvements for Charro Ranch Park and after researching the grant, determined that the City-wide Trail Plan is the best fit for the grant. Commissioner Moore makes a motion to approve the City applying to the NPS Rivers, Trails, and Conservation Assistance Program for the City-wide Trail Plan, seconded by Commissioner Henline. VOTE: all in favor. The motion is carried. C. Fiscal Year 2014 Budget Request 1. Public Hearing-Garry Child, Charro Ranch Park Partners Committee member requests that should a picnic table be approved in the budget request, a trash can be added to the request. He requests $380 be allocated for the trash can. 2. Charro Ranch Park-Commissioners review the requests from the Charro Ranch Park Partners Committee and direct City Staff to include all requested items in the budget request except for an Eloo. 3. Dripping Springs Ranch Park-Commissioner Moore reports that the DSRP Commission requests that the revenues and expenses for the park be taken out of the general fund and be part of the budget specific to the park. Commissioners indicate that they do not object to this but would like to continue to get reports on the park. 4. Founders Memorial Park-Commissioners review the possible budget items and direct City Staff to include paving the road and parking, traffic control signage, a playground for older kids, exercise stations, repairing the trail and improving the drainage in the areas that washed out, and adding concrete to the south side ofthe pool. 5. Sports & Recreation Park-Commissioners direct City Staff to include trail and drainage repairs for the south side of the park, removal of debris by the upper adult Softball field, a dummy surveillance camera, repainting the multi-  use court, signage for fields, parking, and restrooms, a handicap ramp for the adult softball upper field, and drainage improvements for the adult softball fields. 6. Veterans Memorial Park & The Triangle- Commissioners discuss a possible shade structure that could be used by the Farmers Market, pumpkin patch and Christmas tree sales, and other events. They state they do not recommend a permanent structure, but one that can be moved around and set up temporarily. They discuss that such an item could be initiated by the Farmers Market. 7. Farmers Market-see above. 8. Budget Request-no action taken. 9. Setting Speeial Meeting to Consider Budget Request- Commissioners propose July 29, August 1, and August 5 as possible dates for a special meeting to consider and approve the budget request. V.
