MINUTES CITY OF DRIPPING SPRINGS PARKS & RECREATION COMMISSION REGULAR MEETING Monday,November 11,2013 City Hall,511 Mercer Street, Dripping Springs,TX I. MEETING CALLED TO ORDER AND ROLL CALL Chair Robbie Zamora calls the meeting to order at 6:06 pm and takes roll call. Present: Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair (DSYSA); Commissioner Robert Hayden(CODS); Commissioner Thao Phan(CODS); Commissioner Shelly Reeves(DSISD); and Commissioner Eric Henline(DSISD). Absent: Commissioner Britt Figueroa and Commissioner(CODS)Rich Moore(DSISD). Also present is Michelle Fischer, City Administrator. II. PRESENTATION BY CITIZENS-no one speaks. III. CONSENT ITEMS Discussion and Possible Action regarding: A. Approval ofRegular Meeting Minutes, September 9,2013 B. Approval of Regular Meeting Minutes, October 21,2013 Commissioner Henline makes a motion to approve the September 9"^ and October 21^' minutes, seconded by Commissioner Phan. VOTE: all in favor. The motion is carried. IV. BUSINESS Discussion and Possible Action regarding: A. Request for Exclusive Use of Founders Memorial Park and Temporary Street Closure of Founders Park Road for Movie Filming, Mark Jarrett, Horizon Scripted Television, Inc.-Mr. Jarrett gives an overview of the request. Ms. Fischer gives a report on the request (report on file). She recommends that the request be approved with a fee of $900.00 and that the City request that location credits be given to the City and/or the Pound House. Commissioner Henline makes a motion to approve the request with the City Administrator's recommendations as well as the condition that no horses or things related to the movie production are allowed on the fields or trail, that the horse manure is removed, and Grand Prairie residents are notified of the use and temporary closure. Commissioner Reeves seconds the motion. VOTE: all in favor. The motion is carried.  B. Naming of Trails at Charro Ranch Park, Charro Ranch Park Committee-Garry Child gives an overview of the trail locations, names, and map. Ms. Fischer reports that a higher resolution map is needed to make a trail map for the park kiosk. Commissioner Hayden makes a motion to approve the names and the signage plan and authorizes the construction of the trail signs within the budgeted amount, seconded by Commissioner Russell. VOTE: all in favor. The motion is carried. V. REPORTS Thefollowing updates relate to the planning and administration ofthe City's Parks & Recreation Program. No Action to be Taken: A. Maintenance Report- Michael Keaton-on file. B. Revenues and Expenses Report- Michelle Fischer, City Administrator-in file. C. Charro Ranch Park - Robert Hayden-nothing additional to report. D. Founders Memorial Park - Robbie Zamora and Eric Henline-Commissioner Zamora reminds the Commissioners that the playground is opening the next day. E. Dripping Springs Ranch Park- Rich Moore and Britt Figueroa-Ms. Fischer reports on booked events. F. Sports & Recreation Park-Eric Russell and Shelly Reeves-Commissioner Russell reports on the field light installation and break ofa waterline due to the construction. Ms. Fischer reports on the repairs. G. Veterans Memorial Park and Triangle-Thao Phan-no report. H. Farmers Market Report- Jo Ann Touchstone, Market Manager-on file. VI. ANNOUNCEMENTS A. Regular City Council Meeting, Tuesday, November 12,2013, at 5:30 p.m. B. Regular Planning & Zoning Meeting, Tuesday, November 19,2013,at 7:00 p.m. C. Regular Parks & Recreation Commission Meeting, Mon., December 9,2013, at 6:00 p.m. VII. ADJOURN-Commissioner Russell makes a motion to adjourn, seconded by Commissioner Henline. VOTE: all in favor. The motion is carried and the meeting is adjourned at 6:45 pm.
