MINUTES City of Dripping Springs Parks & Recreation Commission Regular Meeting Agenda Monday,April 21,2014 I. MEETING CALLED TO ORDER AND ROLL CALL Chair Robbie Zamora calls the meeting to order at 6:06 pm and takes roll call. Present: Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair(DSYSA); Commissioner Robert Hayden(CODS) Commissioner Rich Moore(DSISD); Commissioner Eric Henline(DSISD); and Commissioner Britt Figueroa(CODS). Absent: Commissioner Shelly Reeves (DSISD). Also present is Michelle Fischer, City Administrator. II. PRESENTATION BY CITIZENS-none. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, March 3,2014-The minutes have not been drafted. No action taken. IV. BUSINESS Discussion and Possible Action Regarding: A. Presentation by the Dripping Springs Running Club on Donation to City Parks, Tim Kurpiewski, Dripping Springs Running Club-Chxxck Lemmond, Chris Heinchon, and Jennifer Timm present the Commission with a $2500 display check for trail signage, mileage markers, and two benches at Dripping Springs Ranch Park. They give an overview oftheir club. They state that the City's trails at DSRP need to be publicized and they are interested in sponsoring a 5K race at the park. Commissioners thank the club for the generous donation. Ms. Fischer informs them that the next step in the donation is a donation agreement. Commissioner Henline makes a motion to accept the donation as proposed and recommend the City Council approve an agreement, seconded by Commissioner Figueroa. VOTE: all in favor. The motion is carried. B. Parkland Dedication: The Burrows Condominiums,Dirk Gosda,Sunrise Company,Applicant 1. Presentation-No presentation is made. The applicant is present to answer any questions. 2. Staff Report-Ms. Fischer gives and overview ofthe dedication and the Staff report, which is to approve the dedication. 3. Public Hearing-no one speaks. 4. Parkland Dedication-Commissioner Hayden makes a motion to approve the dedication as proposed, seconded by Commissioner Moore. VOTE: all in favor. The motion is carried. C. Annual Report on Operation of Founders Memorial Park Pool,Dripping Springs Independent School District-T\\c report is on file. Ms. Fischer reports that Debby Theis informed her that the District will not be requesting changes to the pool rules and policies. Commissioners would like to know how much revenue the District earned from the pool. D. Report on City Trail Committee and National Parks Service Trail Grant- Ms. Fischer reports that the committee will have its first meeting on May I'". E. Update on City of Dripping Springs Master Plan for Parks,Recreation and Open Space—Commissioners discuss having a public hearing on the plan update in June. No action taken. F. Review of Parks Maintenance Needs and Their Prioritization-Commissioners review the list of maintenance needs submitted by Michael Keaton and provide feedback on the items and their priority. V. REPORTS Thefollowing updates relate to the planning and administration ofthe City's Parks & Recreation Program. No Action to be Taken: A. Maintenance Report - Michael Keaton-on file. B. Revenues and Expenses Report - Gina Gillis, City Treasurer-on file. C. Charro Ranch Park - Robert Hayden D. Founders Memorial Park - Robbie Zamora and Eric Henline-Commissioners ask that Michael Keaton repair the fence at the park entrance as soon as possible. E. Dripping Springs Ranch Park - Rich Moore and Britt Figueroa F. Sports & Recreation Park - Eric Russell and Shelly Reeves-Commissioner Russell and Ms. Fischer report on the status ofthe new soccer field lights, which currently do not comply with the City's Lighting Ordinance, but are also ineffective at adequately lighting the field. G. Veterans Memorial Park & Triangle - Vacancy H. Farmers Market Report - Jo Ann Touchstone, Market Manager-on file. VI. ANNOUNCEMENTS A. Regular City Council Meeting, Tuesday, May 13, 2014, at 5:30 p.m. B. Regular Planning & Zoning Meeting, Tuesday, April 22, 2014 at 7:00 p.m. C. Regular Parks & Recreation Commission Meeting, May 12, 2014, at 6:00 p.m. VII. ADJOURN-Commissioner Zamora makes a motion to adjourn, seconded by Commissioner Moore. VOTE: all in favor. The motion is carried and the meeting is adjourned at 7:43 pm.
