Minutes of Parks & Recreation Commission City of Dripping Springs Regular Meeting May 12, 2014 A City of Dripping Springs Parks & Recreation Commission meeting was held Monday, May 12, 2014, beginning at 6:04 PM at 511 Mercer Street, Dripping Springs, Texas. I. MEETING CALLED TO ORDER AND ROLL CALL Chair Robbie Zamora calls the meeting to order at 6:04 pm and takes roll call: Present: Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair(DSYSA); Commissioner Robert Hayden(CODS); Commissioner Rich Moore(DSISD); Commissioner Eric Henline(DSISD); and Commissioner Britt Figueroa(CODS). Absent: Commissioner Shelly Reeves (DSISD). Also present is Michelle Fischer, City Administrator. II. PRESENTATION BY CITIZENS-Ms. Fischer tells the Commissioners about the Mercer Street Community Giving Tree leaves for sale to raise funds for Phase 2 improvements. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, March 3,2014 B. Approval of Regular Meeting Minutes, April 21,2014 Commissioner Moore makes a motion to approve the March 3'^'' and April 21®' minutes, seconded by Commissioner Russell. VOTE: all in favor. The motion is carried. IV. BUSINESS Discussion and Possible Action Regarding: A. Report on Completion of Eagle Scout Project at Charro Ranch Park for the Installation ofPicnic Area and Benches,Luke Hoff,Boy Scout Troop 585- Luke gives a presentation on the completion of his project(on file). He reported that the expenses were $530 paid by the City and $160 he paid, with a total of40 volunteers and 195 volunteer work hours. Commissioners thank Luke for his donation to the City and congratulate him for the excellent project. Commissioner Henline makes a motion to accept the improvements and send the report to the City Council, seconded by Commissioner Figueroa. VOTE: all in favor. The motion is carried. B. Donation Agreement Between the City of Dripping Springs and the Dripping Springs Running Club for Benches, Mileage Markers,and Trail Signage at Dripping Springs Ranch Park-Commissioner Moore makes a motion to approve the Donation Agreement, seconded by Commissioner Zamora. VOTE: all in favor. The motion is carried. C. Contract for Drainage Improvements Phase 1 at Sports & Recreation Park- Commissioner Russell makes a motion to recommend Ground Exchange's proposal based on the City Engineer's memo and comments about the risks and costs for excavation and revegetation, seconded by Commissioner Figueroa. VOTE: all in favor, except for Commissioner Moore who abstains. The motion is carried. D. Update on Master Plan for Parks,Recreation and Open Space-Ms. Fischer reports on the status on the update and states that staff will wait until the summer break is over to publically vet the update. E. Update on Trail Advisory Committee-Ms. Fischer gives a report on the committee. V. REPORTS Thefollowing updates relate to the planning and administration ofthe City's Parks & Recreation Program. No Action to be Taken: A. Maintenance Report - Michael Keaton-on file. Commissioners ask that the broken part ofthe fence at Founders Park be removed is it can't be repaired; and the weeds in the trail at Sports & Recreation Park need to be addressed. B. Revenues and Expenses Report - Gina Gillis, City Treasurer-on file. C. Charro Ranch Park - Robert Hayden-Commissioner Hayden reports on volunteer work at the park and that there will be a cross country event on August 23^^. D. Founders Memorial Park - Robbie Zamora and Eric Henline-Commissioners express their concerns with DSID's letter of intent to participate in the YMCA's new pool and its intentions to continue operating Founders Pool. E. Dripping Springs Ranch Park - Rich Moore and Britt Figueroa F. Sports & Recreation Park - Eric Russell and Shelly Reeves G. Veterans Memorial Park & Triangle - Vacancy H. Farmers Market Report - Jo Ann Touchstone, Market Manager VI. ANNOUNCEMENTS A. Regular City Council Meeting, Tuesday, May 13, 2014, at 5:30 p.m. B. Regular Planning & Zoning Meeting, Tuesday, May 27, 2014 at 7:00 p.m. C. Regular Parks & Recreation Commission Meeting, June 9, 2014, at 6:00 p.m. VII. ADJOURN-Commissioner Moore makes a motion to adjourn, seconded by Commissioner Figueroa. VOTE: all in favor. The motion is carried and the meeting is adjourned at 7:03 pm.
