Minutes of Parks and Recreation Commission Regular Meeting City of Dripping Springs A Regular Meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, October 17, 2016, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) David Douglas (CODS) Staff: City Administrator Michelle Fischer Commission Chair Robbie Zamora calls the meeting to order at 6:01 PM. All present except Commission Vice Chair Eric Russell, and Commissioners Ron Jones and Rich Moore. Also present Dripping Springs Ranch Park Manager Lynne Dickinson. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one speaks. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, September 12, 2016 Commissioner Eric Henline motions to approve the minutes. Commissioner Robert Hayden seconds. VOTE: 5:0 in favor, motion passes. IV. PARKLAND DEDICATION Consideration and possible action on: A. Headwaters Parkland Dedication and Master Parks and Open Space Plan 1. Presentation- Matt Matthews and Patrick Smith give a presentation on the plan. 2. Staff Report- Consultant Brent Luck, report on file. Staff recommends approval 3. Public Hearing- No one speaks 4. Parkland Dedication and Master Parks and Open Space Plan Commissioner Robert Hayden motions to approve the Parkland Dedication and Master Parks and Open Space Plan. Commissioner Eric Henline seconds. VOTE: 5:0 in favor, motion passes. V. BUSINESS Consideration and Possible Action On: A. Requests from the Dripping Springs Farmers Market for Repairs and Improvements at Veteran's Memorial Park/The Triangle, Marianne Simmons, Board Member Marianne Simmons requests permission to implement a parking plan for the market; to install lights on the trees in the picnic area; and to receive approval of $500 for the lights and their installation. Commissioner Henline makes a motion to approve the purcahse and installation of the proposed lights, using maintenance funds not to exceed $500, and to approve the proposed market parking plan. Commissioner Douglas seconds the motion. VOTE: 5:0 in favor, the motion passes. B. Donation Agreement between the City of Dripping Springs and Meritage Homes for Founders Memorial Park Exterior Painting. Commissioner Eric Henline motions to approve the Agreement. Commissioner Wade King seconds. VOTE: 5:0 in favor, motion passes. C. Update on Dam and Trail Repairs at Dripping Springs Ranch Park Staff Report- City Administrator Michelle Fischer and Dripping Springs Ranch Park Manager Lynne Dickinson give an update on the potential funding applications to rebuild the dam. D. Update on Proposed Amendments to Maintenance and Use Agreement between the City of Dripping Springs and Dripping Springs Youth Sports Association for Founders Memorial Park and Sports and Recreation Park-no update given. E. Healthy Parks, Healthy People Report-Lynne Dickinson gives an update on the program and upcoming events. Commissioner Douglas makes a motion to endorse the program. Commissioner King seconds the motion. VOTE: 5:0, the motion passes. VI. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer B. Charro Ranch Park - Robert Hayden: Commissioner Hayden asks staff to have Robert Steepe check on plates for the tresses on the pavilion. Robert will stain and seal the pavilion. An ADA ramp needs to be built for the pavilion. C. Founders Memorial Park - Ron Jones and Eric Henline D. Dripping Springs Ranch Park - Rich Moore E. Sports & Recreation Park - Eric Russell and David Douglas F. Veterans Memorial Park & Triangle - Wade King G. Farmers Market Monthly Report - Market Manager H. Parkland Dedication Ordinance Committee - Melody Mitchell I. Skate Park Advisory Committee - Eric Henline J. Lighting Compliance Committee Report - Eric Russell VII. ANNOUNCEMENTS A. Regular Farmers Market Association Board, November 8, 2016 at 10:00 a.m. B. Regular City Council Meeting, November 8, 2016 at 7:00 p.m. C. Regular Parks & Recreation Commission Meeting, November 14, 2016, at 6:00 p.m. VIII. ADJOURN Commissioner Eric Henline motions to adjourn. Commissioner Robert Hayden seconds.
