Minutes May 8, 2017 Regular Meeting Parks & Recreation Commission City of Dripping Springs A Parks & Recreation Commission meeting of the City of Dripping Springs was held Monday, May 8, 2017, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Paul Fushille (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) David Douglas (CODS) City Staff: Michelle Fischer, City Administrator Rachel Goodnight, Administrative Assistant Commission Chair Robbie Zamora calls the meeting to order at 6:03 PM. All present except for Commissioner David Douglas. Also present is Grant Consultant Katerina Dittermore. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one speaks. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of April 10, 2017 Meeting Minutes No action; minutes will be put on a later agenda. Commission Chair and Notary of the Public Robbie Zamora administers the Oath of Office to Paul Fushille, now a Parks and Recreation Commissioner. IV. BUSINESS Consideration and Possible Action On: A. Request from Dripping Springs Youth Sports Association to Use All Three Fields at Founders Memorial Park for the Hill Country Classic Tournament May 20-21, 2017 Commission requests that staff inform the Pound House of the tournament. Commissioner King motions to approve the request. Commissioner Henline seconds. Vote: 7:0 in favor, motion passes. Items B and C are discussed together but are voted on in separate motions. B. Amendment to City-Wide Trail Plan to add Proposed Trails on EMS Drive and Youth Sports Association Road City Administrator Michelle Fischer and Consultant Katerina Dittermore present on a grant the City is looking to apply for to build a sidewalk on SportsPlex Drive, EMS Drive, and Youth Sports Association Road (also known as Baird Lane) from the TXDOT Transportation Alternative Set-Aside Program. Commissioner Jones asks if the City can fundraise to support the project. City Administrator Michelle Fischer says yes. Commissioner Henline asks about potential road expansion on SportsPlex Drive related to the Heritage Project and asks if that would interfere with the proposed project. City Administrator Michelle Fischer says that the roadway construction would not interfere with the sidewalk if it is on DSYSA property, or alternatively, the sidewalk can be built in the right of way in conjunction with the Heritage project improvements, if the timing works out. City Administrator Michelle Fischer says that sidewalks are right now planned to be built on a DSYSA easement, contingent on DSYSA granting it. City Administrator Michelle Fischer states that the City-Wide Trail plan needs to be amended to include the sidewalk sections on EMS Drive and Youth Sports Association Road. Commissioner Hayden motions to recommend approval of the amendment to the City-Wide Trail Plan. Commissioner Fushille seconds. Vote: 7:0 in favor, motion passes. C. Proposed grant application to TxDOT 2017 Transportation Alternatives Set-Aside Program for sidewalks, crosswalks and gap elimination on SportsPlex Drive. Commission Vice Chair Russell motions to recommend approval of the grant application. Commissioner Henline seconds. Vote 7:0 in favor, motion passes. D. Report on Expiring Parks and Recreation Commission Terms Commissioner Robert Haydon states that he is not wishing to be reappointed to the Commission. No action taken. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer : on file. B. Maintenance Director Report - Robert Steepe: on file. C. Charro Ranch Park - Robert Hayden D. Founders Memorial Park - Ron Jones and Eric Henline E. Dripping Springs Ranch Park F. Sports & Recreation Park - Eric Russell and David Douglas G. Veterans Memorial Park & Triangle - Wade King H. Farmers Market Monthly Report - Market Manager I. Skate Park Advisory Committee - Eric Henline VI. ANNOUNCEMENTS A. Regular City Council Meeting, May 16, 2017 at 6:00 PM B. Regular City Council Meeting, June 13, 2017; Workshop at 5:30 PM / 6:30 PM Meeting C.
