City of Dripping Springs
A Parks & Recreation Commission of the City of Dripping Springs was held Monday, April 10,
2017, beginning at 5:30 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL

Eric Henline (DSISD) David Douglas (CODS)
City Staff:

Rachel Goodnight, Administrative Assistant
Commission Vice Chair Eric Russell calls the meeting to order at 5:32 P.M. All
present except for Commission Chair Robbie Zamora, Commissioner Robert
Hayden, and Commissioner David Douglas. Also present is Communications
Coordinator Bonnie Gonzalez.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens
wishing to speak shall do so after being recognized by the Chair. The Chair and
Commission may establish a time limit on each citizen wishing to speak.
A. Introduction of Paul Fushille, Nominated by DSISD to serve on the Parks and
Recreation Commission.
Commissioner Ron Jones thanks Commissioner Rich Moore for his service. The
Commission invites Paul Fushille to participate in the meeting, although he
cannot vote, and he moves to sit at the dais.
Communications Coordinator Bonnie Gonzalez gives an update on the Healthy
Parks, Healthy People program and informs the Commission that the City won
the It’s Time Texas Community Challenge.
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of February 13, 2017 Meeting Minutes
B. Approval of March 20, 2017 Meeting Minutes
Commissioner Henline motions to approve the consent items. Commissioner
King seconds. Vote: 4:0 in favor motion passes.
IV. BUSINESS
Consideration and Possible Action On:
A. Donation Agreement between the City of Dripping Springs and Cowboys For
Christ for a Jackleg Fence for Oak Grove Preservation at Dripping Springs
Ranch Park
Dripping Springs Ranch Park Manager Lynne Dickinson provides an overview
of the project and discusses the benefits of the fence; report on file.
Commissioner Jones motions to approve the donation agreement. Commissioner
King seconds. Vote: 4:0, motion passes.
Items B and C are discussed together.
B. Exploratory Skate Park Committee Report
C. Exploratory Skate Park Committee Recommendation for the City of Dripping
Springs to Allow Skating Amenities to be built in Founders Memorial Park
Commissioner Henline and Dennis Baldwin present the findings of the
Committee and report on the proposed skate park location in Founders Memorial
Park. They say they will hold a public meeting regarding the design of the park;
report on file.
Commissioner King motions to accept the report and approve the
recommendation for skating amenities to be built in Founders Memorial Park.
Commissioner Jones seconds. Vote: 4:0 in favor; motion passes.
D. Founders Memorial Park Pool & Pavilion 2016 Revenues and Expense Report
from DSISD
The Commission reviews the report; no action taken.
V. PARKLAND DEDICATION
Consideration and Possible Action On:
A. Burba Ranch Subdivision Parkland Dedication
1. Presentation- John Clark, P.E. presents on changes to the parkland dedication
2. Staff Report (Brent Luck)- on file. Staff recommendations are that the eastern
open field space be mowed and maintained at a minimum frequency and level
of upkeep that will support sports activities at the park site.
3. Public Hearing- no one speaks
4. Parkland Dedication
Commissioner Henline motions to approve the parkland dedication with staff
recommendations. Commissioner King seconds. Vote: 4:0 in favor, motion
passes.
VI. REPORTS
The following updates relate to the planning and administration of the City's
Parks & Recreation Program. No Action to be Taken:
A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer
B. Maintenance Director Report - Robert Steepe
C. Charro Ranch Park - Robert Hayden
D. Founders Memorial Park - Ron Jones and Eric Henline
E. Dripping Springs Ranch Park
F. Sports & Recreation Park - Eric Russell and David Douglas
G. Veterans Memorial Park & Triangle - Wade King
H. Farmers Market Monthly Report - Market Manager
VII. ANNOUNCEMENTS
