City of Dripping Springs
A regular meeting of the City of Dripping Springs Parks & Recreation Commission was held on
Monday, March 20, 2017, in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL

Eric Henline (DSISD) David Douglas (CODS)

Lali Rambeau, Planning Coordinator
Commission Chair Zamora calls the meeting to order at 6:05 PM. All present except
for Commissioners Hayden and Jones.
II. PRESENTATION BY CITIZENS
No one speaks.
IV. PARKLAND DEDICATION
A. Burba Ranch Subdivision Parkland Dedication
1. Presentation- John Clark gives an overview (presentation on file). He
presents a revised plan that has not been submitted to the city.
2. Staff Report (Brent Luck)- Lali Rambeau presents on behalf of Brent Luck.
She states that staff does not recommend approval of the proposed parkland
dedication because it does not meet the requirements (report on file).
3. Public Hearing- no one speaks
4. Parkland Dedication
Commissioner Russell motions to table the item until Brent Luck is able to
review the revised plan. Commissioner King seconds. Vote 5:0 in favor,
motion passes.
III. CONSENT ITEMS
A. Approval of Regular Meeting Minutes, January 9, 2017
Commissioner Russell motions to approve the minutes. Commissioner
Douglas seconds. Vote 5:0 in favor, motion passes.
V. BUSINESS
A. Professional Services Agreement between the City of Dripping Springs and
Grant Development Services for Texas Department of Transportation
Alternatives Set-Aside Grant Application (Sponsor: Councilman Wade King)
Michelle Fischer provides an overview of the grant and purpose of the
application in relation to connecting City hubs via sidewalk.
The Commission discusses different possible locations to use the grant funds.
Commissioner Russell motions to recommend that the City Council approve the
agreement with payment from the Parkland Dedication Fund. Commissioner
Henline seconds. Vote 5:0 in favor, motion passes.
B. Professional Services Agreement between the City of Dripping Springs and
Luck Design Team for Founders Memorial Park Advisory Committee
C. Professional Services Agreement between the City of Dripping Springs and
Luck Design Team for Veterans Memorial Park/The Triangle Advisory
Committee
The Commission decides to consider items B and C together.
Commissioner Henline mentions the necessity and importance of improving the
area for the Farmers Market.
Michelle Fischer says that Brent Luck agreed to drop the $1,200 fee for
inventory from both Agreements with the understanding that city staff will
provide the inventory.
Commissioner Henline motions to recommend approval of both agreement with
the scope redefined to remove the inventory, with the funds to come from
Parkland Dedication or TIRZ project Funding, should the Triangle improvements
be an approved TIRZ project, and including a recommendation for seasonal
holiday lighting decorations be considered. Commissioner King seconds. Vote
5:0 in favor, motion passes.
