Regular Meeting Minutes February 13, 2017 Parks & Recreation Commission City of Dripping Springs A meeting of the City of Dripping Springs Parks & Recreation Commission was held Monday, February 13, 2017, in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Vacant (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) David Douglas (CODS) City Staff: Michelle Fischer, City Administrator Rachel Goodnight, Administrative Assistant Lynne Dickinson, DSRP Manager Commission Vice Chair Russell calls the meeting to order at 6:04 PM. All present except Commission Chair Zamora, and Commissioners Jones and Douglas. Also present are Consultant Brent Luck, and Planning Coordinator Lali Rambeau. II. PRESENTATION BY CITIZENS. Patrick Meadows speaks about creating an off-road vehicle park and public support for it. Commissioner King recommends he speaks at the next few City Council meetings. Commissioner Hayden recommends he put the idea in the paper. III. CONSENT ITEMS A. Approval of Regular Meeting Minutes, December 12, 2016. Commissioner Russell motions to approve the minutes. Commissioner King seconds. Vote 4:0 in favor, motion passes. IV. PARKLAND DEDICATION A. Parkland Dedication for Esperanza (Bell Springs) Subdivision 1. Presentation- Mark Dickey gives an overview (on file). 2. Staff Report (Brent Luck) Mr. Luck recommends approval (report on file). 3. Public Hearing- no one speaks 4. Parkland Dedication The recorder stops recording at 6:28 PM.  Commissioner Russell says language needs to be fixed in the narrative to clarify that the Home Owners Association will maintain the parks for perpetuity. Commissioner Henline motions to approve with current updates. Commissioner Hayden seconds. Vote 4:0 in favor, motion passes. V. BUSINESS A. Proposed Eagle Scout Project for Chimney Swift Tower and Invasive Species Removal at Charro Ranch Park, Connor Stevens, Eagle Scout Candidate Connor Stevens gives a presentation on his proposed project (on file). Commissioner King leaves at 7:06 PM and returns at 7:08 PM. Commissioner Henline asks about maintenance for the Tower once it is built. Michelle Fischer says the Maintenance Director is willing to take on the responsibility. Gary Childs talks about Master Naturalist involvement with the idea and suggests a new location nearer the bird blind, or nearer the running trail. The Commission recommends that the applicant provides information about chimney swifts to the public. The Commission discusses funding the project versus having the applicant self- fund his project. Although most Eagle Scouts fund their own projects, Commissioner Henline says he is willing to fund the project because the Master Naturalists suggested it. Commissioner Henline motions to approve the request with City funding from the Parkland Dedication Fund, providing the applicant raises funds and contributes as much as he can. Commissioner Hayden seconds. Vote 4:0 in favor, motion passes. B. Request from Dripping Springs Youth Sports Association Lacrosse to Use All Three Fields at Founders Memorial Park for a Tournament on February 26th, Keith Smith, DSYSA Lacrosse President Commissioner Henline motions to approve the request. Commissioner King seconds. Vote 4:0 in favor, motion passes. C. Master Plan for Dripping Springs Ranch Park-Review and make Recommendations - (Brent Luck) Mr. Luck gives a presentation on the plan (on file).  The Commission talks about connecting City trails to the Harrison Hills trails and including this in the plan. Commissioner King motions to approve the master plan. Commissioner Hayden seconds. Vote 4:0 in favor, motion passes. VI. REPORTS A.
