Minutes Parks & Recreation Commission City of Dripping Springs January 9, 2017 A Parks & Recreation Commission of City of Dripping Springs was held Monday, January 9, 2017, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) David Douglas (CODS) City Staff: Michelle Fischer, City Administrator Rachel Goodnight, Administrative Assistant Commission Chair Robbie Zamora calls the meeting to order at 6:03 PM. All present except Commissioner Robert Haydon. Also present are Parks & Recreation Consultant Brent Luck and Development Coordinator Lali Rambeau. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. Farmers Market Manager Laurel Robertson talks about how she is interested in working with the Commission to better reserve the park at the Triangle. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, December 12, 2016 Commissioner Russell motions to approve the minutes. Commissioner Moore seconds. VOTE: 7:0 in favor, motion passes IV. PARKLAND DEDICATION Consideration and Possible Action On: A. Master Parks and Open Space Plan for Westwood Subdivision (aka "Scenic Greens") 1. Presentation- Brett Burke give an overview. Presentation on file. 2. Staff Report-Brent Luck gives his report and recommends approval. Report on file. 3. Public Hearing-no one speaks. 4. Master Parks and Open Space Plan – Commissioner Jones asks if the City trail plans lines up with this proposal. Michelle Fischer says no, because the plan does not extend that far currently. Brett Burke says that they consulted with City Staff and that this was the recommended path. Commissioner Russell asks if, because these will be City roads, if the City will have easements. Michelle Fischer says the area will be dedicated to the City. Commissioner Russell asks what the trail site connects to. Brett Burke and Michelle Fischer explain that the upcoming development and City trails will connect to it. Brett Burke discusses the possibility of the City taking over the public parks and stresses that it is an option, not a requirement. Commissioner Russell asks who will be responsible for the waste water treatment. Michelle Fischer answers that it will be the City’s responsibility. Commission Chair Zamora asks about the building timeline. Brett Burke says they are looking at eight years. Commissioner Russell talks about the waste water treatment plant, drip fields, and ponds. He says the City will want to control the drip fields and ponds. Brett Burke says they will be using 210 water for reuse and there will be an easement for wastewater and the City will be responsible for it. He also clarifies that the City will own the open spaces, and the HOA will maintain it. Michelle Fischer says a maintenance agreement should be constructed between the City and the HOA for City-owned parks that are HOA maintained. Brett Burke says that the limited use portion is either heavily wooded or drip fields. Commission Chair Zamora asks about how they will keep people from going in there. Brett Burke says signs. Michelle Fischer says she is concerned about the play area near the drip fields, and that signs to keep people out would need to be approved. She says the developer could submit a list of proposed rules.  The Commission asks about public parking. Brett Burke says the recreation center is parking for residents, and that public parking will be located at the civic center, which will be dedicated to the City. It will be the City responsibility to create parking. There will also be street parking. Michelle Fischer recommends that the site plan for the community park come tot eh Commission for approval since the current concept plan has issues. Commissioner Russell motions to approve, contingent on further definition of the limited use, and the opportunity to review and approve the community park site development plan and maintenance use agreement. Commissioner Jones seconds. VOTE: 7:0 in favor, motion passes. V. BUSINESS Consideration and Possible Action On: A. Request for Reduced Commercial Activity Park Use Fees for Tinkergarten Dripping Springs, Jennie Skilbred, Tinkergarten - Commissioner Henline motions to approve. Commissioner Douglas seconds. VOTE: 7:0 in favor, motion passes. B. Request from Amy Kirk for Waiver of Commercial Vendor Fees associated with Rental of Veterans Memorial Park/The Triangle for Monthly Market Days – Commission Chair Zamora asks about this event vs. the Farmers Market Michelle Fischer clarifies that this event has different applicable fees and City responsibilities. She also mentions having vendors fill out a form similar to the form for First Thursday to record who is on the property. She recommends vendors pay the $15 vendor fee to cover their participation through the December market. Amy Kirk clarifies there will not be any signs going up at the Triangle. Michelle Fischer says that she and Farmers Market Manager Laurel Robertson have discussed this and determined it will not be a competitor to the Farmers Market. Michelle Fisher also says that this is being processed as subject to monitoring by City Staff. Commissioner Jones motions to approve with staff recommendations. Commissioner Russell seconds. VOTE: 7:0 in favor, motion passes.  C. Proposed Amendments to Maintenance and Use Agreement between the City of Dripping Springs and Dripping Springs Youth Sports Association for Founders Memorial Park and Sports and Recreation (Sponsor: Commissioner Eric Russell) – Michelle Fischer mentions satellite bathrooms and how DSYSA opens them at events, and how they are not generally open for use. Michelle Fischer also says that she will talk with City Staff about possible adding a provision about 210 reuse and treating the fields with treating effluent. Commissioner Zamora asks why the City would pay DSYSA $3,000 a month if the baseball/ softball fields are not used by any other entities. Michelle Fischer says that the water rate may have increased over time. She also says people will come to town and spend money due to tournaments. Commissioner Jones asks about 210 water reuse and why the fields were not the first choice for water reuse. Michelle Fischer clarifies that using the fields are in the City’s existing TCEQ permit. However, the infrastructure is expensive and they have not been needed yet. She states that there are developments that will pay for the infrastructure to bring water reuse to their land. She says she will have Ginger present on this next month. Commissioner Henline motions to approve with the addition of 210 water reuse provision being added. Commissioner Moore seconds. VOTE: 7:0 in favor, motion passes. Commissioner Douglas leaves the meeting at 7:31 D. Emergency Weather Advance Warning Device (Sponsor: Wade King) – Commissioner Moore motions to table. Commissioner Henline seconds. VOTE: 6:0 in favor, motion passes, the item is tabled. VI.
