Regular Meeting
September 18, 2017
A regular meeting of the Parks & Recreation Commission of the City oc Dripping Springs was
held Monday, September 18, 2017, beginning at 6:00 p.m. in the City Hall Council Chambers,
located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL

With a quorum of members present, Commission Chair Robbie Zamora called the
meeting to order at 6:09 p.m.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens
wishing to speak shall do so after being recognized by the Chair. The Chair and
Commission may establish a time limit on each citizen wishing to speak.
No one spoke during the Presentation of Citizens.
III. MINUTES
Discussion and Possible Action on:
A. Approval of August 2, 2017 Special Meeting Minutes
A motion was made by Commissioner Henline to approve the August 2, 2017
minutes. Commissioner Fushille seconded the motion, which passed unanimously
4 to 0.
IV. BUSINESS
Consideration and Possible Action On:
A. Request from It's Time Texas Dripping Springs Committee to use It's Time
Texas Grant Funds for Trail Maps and Markers
1. Staff Report - Bonnie Gonzalez
Michelle Fischer presented the staff report. She requested the Commission list
the parks they would like to have maps of.
The Commission is currently working on maps and markers for most of the
parks; however, Dripping Springs Ranch Park currently has no maps or trail
markers.
A motion was made by Commissioner Henline to approve the request to use
funds from It’s Time Texas for trail maps and markers at Dripping Springs
Ranch Park in Fiscal Year 2018. Commissioner Fushille seconded the motion,
which passed unanimously 4 to 0.
B. Request to Rent a Portion of the Triangle for the Pumpkin Patch from
October 9, 2017 to November 1, 2017 from Dripping Springs United
Methodist Church
C. Request to Rent a Portion of the Triangle for Christmas Tree Sales from
November 18, 2017 to December 20, 2017 from Frosty's Christmas Trees
The Commission discussed items B and C simultaneously.
A motion was made by Commissioner King to approve both requests for rental at
the Triangle for a Pumpkin Patch and Christmas Tree Sales. Commissioner
Henline seconded the motion, which passed unanimously 4 to 0.
D. Dripping Springs Ranch Park and Harrison Hills Greenbelt Proposed Trail
Plans for Texas Parks and Wildlife Trail Grant, Brent Luck
1. Presentation
Brent Luck presented the item, and discussed the location of trails in relation to
private property, and the possibility of moving the trail. Mr. Luck also
discussed using vegetation as a buffer between the trail and abutting residential
property. He will have to review the trails as they relate to the Development
Agreement.
2. Public Hearing
Sean Gorman spoke during the Public Hearing and requested information
regarding the location of the entrance and exit of the trail. Mr. Gorman also
requested a map depicting the boundaries of City and private property in the
proposed trail area.
3. Approval of Plans
4. Authorization for City Staff to Issue Bid Package
Commissioner King requested that staff include at warranty period in the bid.
Mr. Luck discussed that the addition of the warranty would increase the budget
already set forth for the project, and suggest that the warranty be a separate bid
item since it would pertain more to maintenance of the trail than warranty.
A motion was made by Commissioner King to approve the issuance of the bid
package with the condition that Brent Luck discuss proximity issues regarding
Lots 10, 11, and 12 with property owners. Commissioner Henline seconded
the motion, which passed unanimously 4 to 0.
E. Update on Request for Qualifications for Electrical Engineer for Dripping
Springs Sports and Recreation Park Lighting Plan
No action was taken on this item.
V. REPORTS
The following updates relate to the planning and administration of the City's Parks
& Recreation Program. No Action to be Taken:
A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer
B. Maintenance Director Report - Robert Steepe
C. Charro Ranch Park - Paul Fushille
Destry DeWitt presented a proposal to construct a bridge over the fen in Charro
Ranch Park. Commissioner King suggested using alternate transportation when
transporting materials to the job site.
The Commission recommended construction be moved up one week.
D. Founders Memorial Park - Ron Jones and Eric Henline
Michelle Fischer discussed her meeting with Dripping Springs Independent
School District regarding final report on the park pool. Commissioner King
requested staff look into replacing the fencing around the pool.
Michelle Fisher updated the Commission on the Founders Master Parks Plan
Committee. She would like to hold off on forming committee until the Parks &
Community Services Director is hired. Ms. Fischer plans on approving the
proposed members at the next Parks & Recreation Commission meeting, and then
taking the item to City Council for final approval.
E. Dripping Springs Ranch Park - Wade King
Commissioner King discussed building damage at the park, and that one time
there may have been funding through a grant with Hays County but that is no
longer an option. Staff will review the budget regarding the funding of repairs.
F. Sports & Recreation Park - Eric Russell and David Douglas
Commissioner Fushille gave an update on the Tree Planting Project at the park.
G. Veterans Memorial Park & Triangle - Robbie Zamora
Michelle Fischer presented an update on the Triangle Master Park Plan.
H. Farmers Market Monthly Report - Market Manager
I. Skate Park Advisory Committee - Eric Henline
