Minutes October 2, 2017 Regular Meeting Parks & Recreation Commission City of Dripping Springs A regular meeting of the City of Dripping Springs Parks & Recreation Commission was held Monday, October 2, 2017, beginning at 6:30 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL COMMISSION MEMBERS PRESENT: Paul Fushille Wade King Eric Henline Eric Russell COMMISSION MEMBERS ABSENT: Robbie Zamora, Chair Ron Jones David Douglas STAFF PRESENT: Michelle Fischer, City Administrator Brent Luck, Consultant Luck Design Team With a quorum of the Commission present, Commissioner Russell called the meeting to order at 6:36 p.m. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No one spoke during Presentation by Citizens. III. MINUTES Discussion and possible action regarding: A. Approval of September 18, 2017 Special Meeting Minutes A motion was made by Commissioner King to approve the September 18, 2017 special minutes. Commissioner Henline seconded the motion, which carried unanimously 4 to 0. IV. BUSINESS Discussion and possible action regarding: A. Cortaro Parkland Dedication 1. Presentation Judd Willmann (LandDev Consulting, LLC) and Terry Jackson presented an overview of the project, including the proposed parkland dedication. 2. Staff Report Brent Luck presented the staff report, and recommends approval as outlined in staff report. 3. Public Hearing No one spoke during the Public Hearing. 4. Parkland Dedication A motion was made by Commissioner Henline to approve the Cortaro Parkland Dedication with the following conditions (1) the trail along Ranch Road 12 shall be constructed with concrete; (2) the Home Owners Association shall maintain the trail along the back of the subdivision; and (3) any fencing constructed along the private park shall provide visibility and transparency and such requirement shall be included in the deed restrictions. Commissioner King seconded the motion, which carried unanimously 4 to 0. B. Request for Reduction in Rental Fees in exchange for maintenance assistance for the Adult Softball Fields at Sports & Recreation Park, Rob Rogers A motion was made by Commissioner King to approve the request for a waiver of rental fees for the adult softball fields at the Sports & Recreation Park in exchange for routine raking and dragging of the fields, and trash pickup during the YETI Softball Club’s season and through November 15, 2017; and that the YETI Softball Club bring the request back to the Commission, with an attached maintenance schedule, for consideration for the Spring season. Commissioner Henline seconded the motion, which carried unanimously 4 to 0. C. Amendment to Fee Schedule Ordinance Regarding Founders Memorial Park Pavilion Rental Fees A motion was made by Commissioner Henline to adopt a rental fee of $25.00/hour or $150.00/day, to include a $50.00 deposit, for the Pavilion at Founders Memorial Park. Commissioner King seconded the motion, which carried unanimously 4 to 0. D. Recommendation on Appointment of Committee Members to Founders Memorial Park Master Plan Committee A motion was made by Commissioner Henline to recommend the following individuals for approval as members of the Founders Memorial Park Master Plan Committee: • Wade King - City Council and North Forty Neighborhood Representative; • Eric Henline – Parks & Recreation Commission Representative; • Miles Matthews and Betty Meyer – Friends of the Pound House Foundation Representatives; • Bill McDaniel – Dripping Springs Youth Sports Association Representative; • Elliot Jones – Texas Heritage Village Neighborhood Representative; • Dennis Baldwin – Skate Park Representative; • Aaron Bond – Pool Patrons Representative; and • A representative of the Grand Prairie neighborhood to be determined at a later date. Commissioner Fushille seconded the motion, which carried unanimously 4 to 0. V. ANNOUNCEMENTS A. Regular City Council Meeting, September 12, 2017: Workshop at 5:30 p.m. and meeting at 6:30 p.m. B. Regular Historic Preservation Commission, October 2, 2017 at 5:30 pm VI. ADJOURN Without objection from the Commission, Chair Zamora adjourned the meeting. The regular meeting adjourned at 6:57 p.m.
