Minutes November 13, 2017 Regular Meeting Parks & Recreation Commission City of Dripping Springs A regular meeting of the Parks & Recreation Commission of the City of Dripping Springs was held Monday, November 13, 2017, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members Present: Robbie Zamora, Chair Eric Russell, Vice Chair Wade King Eric Henline Commission Members Absent: Paul Fushille Ron Jones David Douglas City Staff and Consultants Present: Mariana Espinoza, Director of Parks and Community Services Michelle Fischer, City Administrator Rachel Goodnight, Administrative Assistant Brent Luck, Luck Design Team Garry Child, Charro Vista Ranch Park Advisory Committee With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:00 p.m. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one spoke during Presentation of Citizens. A. Introduction of Mariana Espinoza, Director of Parks and Community Services Michelle Fischer introduced Mariana Espinoza, Director of Parks and Community Services for the City of Dripping Springs. III. MINUTES Discussion and Possible Action on: A. Approval of the Minutes of the October 2, 2017 Regular Parks & Recreation Commission Meeting A motion was made by Commissioner Henline to approve the October 2, 2017 minutes with corrections. Commissioner King seconds the motion, which carries unanimously 4 to 0. IV. BUSINESS Consideration and Possible Action On: A. Report on Charro Ranch Park Bridge Over Fen Project, Destin DeWitt, Eagle Scout Candidate Michelle Fischer explained to the Commission that Robert Steepe, Director of Maintenance, will be constructing ramps connecting to the bridge. Garry Child will work with the Charro Ranch Park Advisory Committee to reroute the trail to connect to the bridge. Destry DeWitt with Scout Troop 280 arrived at 6:30 p.m. and presented an overview of the bridge project. B. Anthem Apartments Site Development Parkland Dedication 1. Presentation Felix Manka resented an overview of the Site Development Parkland Dedication. Mr. Manka reviewed the calculation of LUE fees at just over $70,000. 2. Staff Report (Brent Luck) Brent Luck presented the staff report which is on file. Staff recommended LUE fees of $75,000. 3. Public Hearing During the Public Hearing, Garry Child spoke regarding earmarking funds; and, Stuart Shaw spoke in favor of the project, and expressed that the development is going above and beyond requirements for amenities. 4. Parkland Dedication A motion was made by Vice Chair Russell to approve the Site Development Parkland Dedication with staff recommendations of $75,000 cash in lieu for use at the Dripping Springs Ranch Park, Charro Ranch Park, Founders Park,  and the Dripping Springs Sports and Recreation Park. Commissioner King seconds the motion, which carries unanimously 4 to 0. C. Charro Vista Subdivision Parkland Dedication (23000 W FM 150, Driftwood TX) D. Discussion regarding possible easements for pedestrian access to Charro Ranch Park Items C and D were taken up together. 1. Presentation (Dan Druck) Dan Druck presented an overview for the property which is on file. 3. Discussion regarding proposed Parkland Dedication (no action to be taken) The following was discussed:  Pedestrian connectivity and access to Charro Ranch Park;  Maintenance and responsibility of easements; and  Privacy of home owners with regards to fencing and pedestrian traffic along easements connecting the subdivision to the park. Michelle Fischer told the Commission the current owners would like to get feedback from the Commission regarding easements before they make a decision; and that the property developers are not currently proposing a Charro Ranch Park connection. Dan Druck agreed that property owners are averse to pedestrian traffic near their property, and that he is willing to review other possible easements. Vice Chair Russell agreed that solidifying alternate easements would allow for negotiations with the developers, and the consideration of easement in lieu of parkland dedication. Brent Luck recommends a Charro Ranch Park connection with a front easement given there is property available that is adjacent to the easement agrees. Dan Druck will speak with adjacent property owner. E. Approval of 2018 Meeting Schedule for the Parks and Recreation Commission to hold meetings on the first Monday of each month at 6:00 p.m. in the Council Chambers located at City Hall, 511 Mercer Street, Dripping Springs, TX  A motion was made by Commissioner Henline to approve the 2018 Meeting Schedule with the condition that if a conflict occurs, the Commission is able to reschedule the respective meeting. Commissioner King seconds the motion, which carries unanimously 4 to 0. F. Professional Services Agreement between the City of Dripping Springs and EMA Engineering & Consulting for Lighting and Electrical Engineering Services for the Dripping Springs Sports & Recreation Park Field Lighting Upgrade Project 1. Staff Report Michelle Fischer presented the staff report, and reviewed the EMA Engineering & Consulting Proposal for Lighting and Electrical Engineering Services for the Dripping Springs Sports & Recreation Park Field Lighting Upgrade Project, which is on file. The Park is a candidate for International Dark Skies (IDA) program for Sport Field Lighting which would assist in creating plans and ensuring IDA compliance. 2. Professional Services Agreement A motion is made by Vice Chair Russell to postpone the item to the Regular Parks and Recreation Commission meeting on December 11, 2017. Commissioner Henline seconded the motion, which carried unanimously 4 to 0. G. Notice of Selection of City of Dripping Springs Sportsplex Drive Sidewalks Project for TxDOT 2017 Transportation Alternatives Set-Aside Program Funding Michelle Fischer reviewed the Fiscal Year 2019 Sportsplex Drive Sidewalks Project. Application and associated documents are on file. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program.
