Minutes December 11, 2017 Regular Meeting Parks & Recreation Commission City of Dripping Springs A regular meeting of the Parks & Recreation Commission of the City of Dripping Springs was held Monday, December 11, 2017, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members Present: Robbie Zamora, Chair Eric Russell, Vice Chair Paul Fushille Eric Henline Commission Members Absent: Wade King Ron Jones David Douglas City Staff and Consultants Present: Mariana Espinoza, Director of Parks and Community Services Michelle Fischer, City Administrator Rachel Goodnight, Administrative Assistant Brent Luck, Luck Design Team With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:00 p.m. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one spoke during Presentation of Citizens. III. MINUTES Discussion and Possible Action on: A. Approval of the Minutes of the November 13, 2017 Regular Parks & Recreation Commission Meeting Parks & Recreation Commission Regular Meeting December 11, 2017 Page 1 of 3 Chair Zamora tabled the minutes to the next regular meeting for corrections. IV. BUSINESS Consideration and Possible Action On: A. Discussion regarding possible easements for pedestrian access to Charro Ranch Park Michelle Fischer provided an overview of the meeting with property owners adjacent to the proposed easement, and that alternate easements are also being considered. B. Charro Vista Subdivision Parkland Dedication (2300 W FM 150, Driftwood, TX) 1. Presentation – Dan Druck Dan Druck, presented the item. Mr. Druck will resubmit the proposal at $7.00 a square foot, instead of $8.00, adding landscaping and benches to pathways along FM 150. However, if the area were to remain untouched there would not be a concern for landscaping. 2. Staff Report (Brent Luck) Brent Luck presented the staff report which is on file. Staff agrees that $7.00 per square foot is a better option. 3. Public Hearing No one spoke during the Public Hearing. 4. Parkland Dedication A motion was made by Vice Chair Russell to approve the Site Development Parkland Dedication with staff recommendations of $75,000 cash in lieu for use at the Dripping Springs Ranch Park, Charro Ranch Park, Founders Park, and the Dripping Springs Sports and Recreation Park. Commissioner King seconds the motion, which carries unanimously 4 to 0. C. Professional Services Agreement between the City of Dripping Springs and Luck Design Team, LLC regarding Construction Documents Preparation for the Dripping Springs Harrison Hills Trail Improvements Project Parks & Recreation Commission Regular Meeting December 11, 2017 Page 2 of 3 A motion was made by Commissioner Henline to approve the Professional Services Agreement with the condition that payment for services will be from Parkland Dedication Fees. Commissioner Fushille seconded the motion, which carried unanimously 4 to 0. D. Contractor Agreement between the City of Dripping Springs and Ground Exchange for Sports and Recreation Park Drainage Improvement Project A motion was made by Vice Chair Russell to approve the Contractor Agreement. Commissioner Henline seconded the motion, which carried unanimously 4 to 0. E. Sports and Recreation Park Electrical and Lighting Project Update F. Healthy Parks Healthy People 2018 Program Kick Off G. Sweetheart Dance: A Dance for the Whole Family Event Update Items E, F, G and were not taken up in the meeting. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: Staff Reports for Items A and D are on file and available for inspection upon request. A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer B. Maintenance Director Report - Robert Steepe C. Dripping Springs Ranch Park Report - Lynne Dickinson D. Farmers Market Report - Laurel Robertson E. Charro Ranch Park - Paul Fushille F. Founders Memorial Park - Ron Jones and Eric Henline G. Sports & Recreation Park - Eric Russell and David Douglas H. Veterans Memorial Park & Triangle - Robbie Zamora I. Dripping Springs Ranch Park - Wade King J. Skate Park Advisory Committee - Eric Henline Items A – J were not taken up in the meeting. VII. ADJOURN Without objection from the Commission, Chair Zamora adjourned the meeting.
