Minutes January 4, 2018 Regular Meeting Parks & Recreation Commission City of Dripping Springs A regular meeting of the Parks & Recreation Commission of the City of Dripping Springs was held Monday, January 4, 2018, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members Present: Robbie Zamora, Chair Eric Russell, Vice Chair Paul Fushille Ron Jones Eric Henline Commission Members Absent: Wade King David Douglas City Staff and Consultants Present: Mariana Espinoza, Director of Parks and Community Services Rachel Goodnight, City Administrator Assistant With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:00 p.m. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one spoke during Presentation of Citizens. III. MINUTES Discussion and Possible Action on: A. Approval of the Parks and Recreation Commission Regular Minutes of the November 13, 2017 and December 11, 2017 No action was taken. Minutes were not attached for Commission review. The Commission requested minutes be corrected and attached to the Regular Meeting Agenda for February 5, 2018. Parks & Recreation Commission Regular Meeting January 4, 2018 Page 1 of 3 IV. BUSINESS Consideration and Possible Action On: A. Sports and Recreation Park Electrical and Lighting Project Update No discussion or action was taken on this item. B. Healthy Parks Healthy People 2018 Program Kick-Off Reminder & Notification of February Event No discussion or action was taken on this item. C. Recommendation for Parks & Recreation Grounds Maintenance Contract Mariana Espinoza presented the staff report which is on file and available for inspection by request. Ms. Espinoza, Michelle Fischer, and Melody Mitchell reviewed the submitted bids and tabulation documents. Commissioner Henline recommended that staff monitor the contract for change orders in case of under-bidding. A motion was made by Commissioner Henline to recommend approval of a Contract for Grounds Maintenance with Worthy Commercial. Vice Chair Russell seconded the motion, which carried unanimously 5 to 0. D. Special Event Permit for Dripping Springs Market Days A motion was made by Vice Chair Russell to recommend approval of a Special Event Permit for Dripping Springs Market Days Rental Form. Commissioner Fushille seconded the motion, which carried unanimously 5 to 0. E. Sports and Recreation Park Drainage Project Completion Update No discussion or action was taken on this item. F. Tinkergarten Request – Activity in City Park A motion was made by Commissioner Henline to recommend approval of a request to allow the use of Dripping Springs Sports & Recreation Park at a fee of $6.00 per day. Commissioner Fushille seconded the motion, which carried unanimously 5 to 0. G. Star Party Update No discussion or action was taken on this item. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: Staff Reports for Items C and I are on file and available for inspection upon request. No discussion or action was taken on Items A, B, and D-H. A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer B. Maintenance Director Report - Robert Steepe C. Dripping Springs Ranch Park Report - Lynne Dickinson D. Farmers Market Report - Laurel Robertson E. Charro Ranch Park - Paul Fushille F. Founders Memorial Park - Ron Jones and Eric Henline G. Sports & Recreation Park - Eric Russell and David Douglas H. Veterans Memorial Park & Triangle - Robbie Zamora I. Parks and Community Services Director Report – Mariana Espinoza Mariana Espinoza presented the report which is on file and available for inspection upon request. VII. ADJOURN Without objection from the Commission, Chair Zamora adjourned the meeting.
