Minutes February 5, 2018 Regular Meeting Parks & Recreation Commission City of Dripping Springs A regular meeting of the Parks & Recreation Commission of the City of Dripping Springs was held Monday, February 5, 2018, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members Present: Robbie Zamora, Chair Eric Russell, Vice Chair David Douglas Eric Henline Commission Members Absent: Wade King Paul Fushille Ron Jones City Staff and Consultants Present: Mariana Espinoza, Director of Parks and Community Services Rachel Goodnight, City Administrator Assistant With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:05 p.m. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one spoke during Presentation of Citizens. III. MINUTES Discussion and Possible Action on: A. Approval of the Parks and Recreation Commission Regular Minutes of the November 13, 2017, December 11, 2017, and January 4, 2018 Parks & Recreation Commission Regular Meeting February 5, 2018 Page 1 of 3 The minutes for November need corrections and will be posted for approval at the March meeting. A motion was made by Commissioner Henline to approve the December 11, 2017 and January 4, 2018 minutes. Vice Chair Russell seconded the motion which carried unanimously 4 to 0. IV. BUSINESS Consideration and Possible Action On: A. Removal of dead tress at Dripping Springs Sports and Recreation Park A motion was made by Vice Chair Russell to recommend approval to remove dead tress located in the Dripping Springs Sports and Recreation Park. Commissioner Douglas seconded the motion which carried unanimously 4 to 0. B. LCRA Steps Forward Day Project at Dripping Springs Sports and Recreation Park Mariana Espinoza reviewed the service project of improving the flowerbed at the Dripping Springs Sports and Recreation Park. No action was taken on this item. C. Approval of 2018 Founders Memorial Park Pool Fees, Hours of Operation, and Budget Amendment and Job Descriptions 1. Staff Report – Mariana Espinoza Mariana Espinoza presented the staff report which is on file. Chair Zamora requested that Mariana look into cross-training pool staff. 2. Proposed Founders Memorial Park Pool Fees, Hours of Operation Budget and Staff A motion was made by Vice Chair Russell to recommend approval of the Proposed Founders Memorial Park Pool Fees and Hours of Operation, and to postpone recommendation of the Budget to March 5, 2018 regular Parks and Recreation Commission meeting. Commissioner Henline seconded the motion which carried unanimously 4 to 0. For the March 5th meeting, Chair Zamora requested staff present the Commission with an exact breakdown of pool improvement costs by line item, salaries and wages for pool staff, and current balance of Parkland Dedication Fund. The Commission also requested that Maintenance Director Robert Steepe attend the meeting to discuss pool Parks & Recreation Commission Regular Meeting February 5, 2018 Page 2 of 3 improvements; and City Treasurer Gina Gillis attend to discuss the budget, budget amendment, and Parkland Dedication Fund. Commissioner Henline requested a monthly accounting of the Parkland Dedication Fund at each regular meeting. D. Playground replacements at Founders Memorial Park and Dripping Springs Sports and Recreation Park No discussion or action was taken on this item. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: Staff Reports for Items A-D and Item I are on file and available for inspection upon request. No discussion or action was taken on Reports. A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer B. Maintenance Director Report - Robert Steepe C. Dripping Springs Ranch Park Report - Lynne Dickinson D. Farmers Market Report - Laurel Robertson E. Charro Ranch Park - Paul Fushille F. Founders Memorial Park - Ron Jones and Eric Henline G. Sports & Recreation Park - Eric Russell and David Douglas H. Veterans Memorial Park & Triangle - Robbie Zamora I. Parks and Community Services Director Report – Mariana Espinoza VII. ADJOURN A motion was made by Vice Chair Russell to adjourn the meeting.
