Regular Meeting Minutes
March 5, 2018 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, March 5, 2018
beginning at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping
Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Board Members present were:
Robbie Zamora – Chair
Eric Russell – Vice Chair

City Staff/Consultants present were:

With a quorum of the Commission present, Chair Zamora called the meeting to
order at 6:20 p.m.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens
wishing to speak shall do so after being recognized by the Chair. The Chair and
Commission may establish a time limit on each citizen wishing to speak.
No one spoke during Presentation of Citizens.
III. MINUTES
Discussion and Possible Action on:

A. Approval of the Parks and Recreation Commission Regular Minutes of
November 13, 2017, as corrected, and the Regular Minutes of February 5,
2018
A motion was made by Commissioner Henline to approve the November 13, 2017
minutes as corrected and the February 5, 2018 minutes. Commissioner King
seconded the motion which carried unanimously 4 to 0.
IV. BUSINESS
Consideration and Possible Action On:
A. Amendment to Caliterra Master Parks and Open Space Plan [Amenity
Center Relocation]
1. Presentation
Gwendolyn Gates gave a presentation on the Caliterra Master Parks and Open
Space Plan and reviewed the Amenity Center relocation.
2. Staff Report
Megan Will presented the staff report which is on file. Staff recommends
approval of the plan and relocation.
3. Public Hearing
No on spoke during the Public Hearing.
4. Amendment to Master Parks and Open Space Plan
A motion was made by Commissioner King to recommend approval the
amendment to the Caliterra Master Parks and Open Space Plan and the
relocation of the Amenity Center. Vice Chair Russell seconded the motion
which carried unanimously 4 to 0.
B. Discussion on Presentation regarding Big Sky Ranch (Scott Tract): Proposed
Extension of Founders Park Road
1. Presentation
John Doucet with Doucet & Associates, gave a presentation on the proposed
extension of Founders Park Road.
2. Public Comment

Chris Wuestefeld, Beth Barham, Peggie McLaurin, Erik Burgeson, and Helen
Aristar-Dry spoke in opposition to the proposed extension of Founders Park
Road.
No action was taken on this item.
C. Request from Hays County Master Naturalists to construct a Bird Blind at
Dripping Springs Ranch Park
Connie Boltz gave a presentation on the construction of a Bird Blind at Dripping
Springs Ranch Park.
A motion was made by Commissioner King to recommend approval of the
construction of Bird Blind at Dripping Springs Ranch Park, and to proceed looking
into funding opportunities. Vice Chair Russell seconded the motion which carried
unanimously 4 to 0.
D. Request from Dallas Hudson and the Dripping Springs Automotive
Enthusiasts Club to hold a Drift Race at Dripping Springs Ranch Park
Dallas Hudson gave a presentation on the request to hold a Drift Race at Dripping
Springs Ranch Park.
A motion was made by Commissioner Henline to direct Dallas Hudson with the
Dripping Springs Automotive Enthusiasts Club to revise the request and return to
the Parks & Recreation Commission for consideration. Vice Chair Russell
seconded the motion which carried unanimously 4 to 0.
E. Request for the City of Dripping Springs to Sponsor Community Skate
Nights at Dripping Springs Ranch Park
A motion was made by Commission King to recommend approval of the request
to Co-Sponsor Community Skate Nights at Dripping Springs Ranch Park. Vice
Chair Russell seconded the motion which carried unanimously 4 to 0.
F. Review of Bids and Recommendation on Selection of Contractor for the
Harrison Hills Trail Project
A motion was made by Vice Chair Russell to table the review of bids and
recommendations on selection of Contractor for the Harrison Hills Trail Project.
Commissioner Henline seconded the motion which carried unanimously 4 to 0.
G. Revised Founders Memorial Park Pool Budget

3. Proposed Amendments
Items G and H were taken up in one motion.
A motion was made by Vice Chair Russell to approve the Revised Founders
Memorial Park Pool Budget, the proposed amendments to the Parks &
Recreation Fiscal Year 2018 Budget, proposed amendment to the Parkland
Dedication fund, the proposed tree replacement fund; and approving $900.00
for Charro Ranch Park. Commissioner Henline seconded the motion which
carried unanimously 4 to 0.
I. Donation Agreement between the City of Dripping Springs and the Dripping
Springs Community Foundation for a Skate Park to be Constructed in
Founders Memorial Park
Commissioner Henline presented the item and updated the Commission on the
Skate Park Advisory Committee. The term sheet is on file and available for
review.
No action was taken on this item.
V. REPORTS
The following updates relate to the planning and administration of the City's
Parks & Recreation Program. No Action to be Taken:
There was no discussion on Items A – I; Item J was discussed with Business Item I.

VI. EXECUTIVE SESSION
The Parks & Recreation Commission for the City of Dripping Springs has the right
to adjourn into executive session at any time during the course of this meeting to
Parks & Recreation Commission March 5, 2018
Regular Meeting Minutes Page 4 of 5
discuss any matter as authorized by Texas Government Code Sections 551.071
(Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073
(Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076
(Deliberations about Security Devices), and 551.086 (Economic Development). The
City Council for the City of Dripping Springs may act on any item listed in Executive
Session in Open Session or move any item from Executive Session to Open Session
for action.
The Commission did not meet in Executive Session.
VII. ADJOURN
A motion was made by Vice Chair Russell to adjourn the meeting. Commissioner
Henline seconded the motion which carried unanimously 4 to 0.
This regular meeting adjourned at 8:32 p.m.
