April 2, 2018 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, April 2, 2018
beginning at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping
Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Robbie Zamora, Chair
Eric Russell, Vice Chair
Ron Jones (leaves meeting at 6:52 p.m.)
Paul Fushille
David Douglas
Eric Henline
Commissioner Member absent was:
Wade King
City Staff/Consultants present were:
Mariana Espinoza, Director of Parks and Community Services
Rachel Goodnight, City Administration Assistant
Kay Allen, Emergency Planning Coordinator
Lynne Dickinson, Dripping Springs Ranch Park Manager
With a quorum of the Commission present, Chair Zamora calls the meeting to order at
6:00 p.m.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing
to speak shall do so after being recognized by the Chair. The Chair and Commission may
establish a time limit on each citizen wishing to speak.
No one spoke during Presentation of Citizens.
III. MINUTES
Discussion and Possible Action on:
A. Approval of the Parks and Recreation Commission Meeting Minutes of March 5,
2018
Without objection from the Commission, Chair Zamora tables the item for corrections.

IV. BUSINESS
Consideration and Possible Action On:
A. Request from the Dripping Springs Automotive Enthusiasts Club to hold a Drift
Race and Car Show at Dripping Springs Ranch Park
Dallas Hudson and Henry Windsor presented the item.
Steven Daigh spoke regarding safety precautions and environmental impact. Jim
Langford spoke in opposition to the item.
A motion was made by Vice Chair Russell to recommend approval of a request from
the Dripping Springs Automotive Enthusiasts Club to hold a Drift Race and Car
Show at Dripping Springs Ranch Park. Commissioner Henline seconded the motion
which carried 3 to 2 to 1, with Commissioners Douglas and Fushille opposed and
Commissioner Jones abstaining.
B. Request from Hays County Master Naturalists to construct a Bird Blind at
Dripping Springs Ranch Park
Connie Bolton with the Hays County Naturalists presented the item.
A motion was made by Commissioner Henline to recommend approval of the Request
from Hays County Master Naturalists to construct a Bird Blind at Dripping Springs
Ranch Park contingent upon location approval from Lynne Dickinson and Paul
Fushille and review of the building plans. Commissioner Douglas seconded the
motion which carried unanimously 6 to 0.
C. Review of Bids and Recommendation on Selection of Contractor for the Harrison
Hills Trail Project
A motion was made by Commissioner Henline to reject the review of Bids and
Recommendation on Selection of Contractor for the Harrison Hills Trail Project due
to a lack of funding. Commissioner Fushille seconded the motion which carried
unanimously 6 to 0.
D. Request to Texas Parks and Wildlife Department for 1-Year Extension of
Community Trails Grant for Harrison Hills Trail Project
A motion was made by Commissioner Henline to approve the Request to Texas Parks
and Wildlife Department for 1-Year Extension of Community Trails Grant for
Harrison Hills Trail Project. Commissioner Douglas seconded the motion which
carried unanimously 6 to 0.

Commissioner Jones left the meeting at 6:52 p.m. and was not present for the remainder
of the items on the agenda.
E. Co-Sponsorship Agreement between the City of Dripping Springs and the
Friends of the Pound House Foundation for Movie Nights at the Pound House
A motion was made by Vice Chair Russell to recommend approval of the Co-
Sponsorship Agreement between the City of Dripping Springs and the Friends of the
Pound House Foundation for a Movie Night at the Pound House. Commissioner
Henline seconds the motion which carried unanimously 5 to 0.
F. Use Agreement between the City of Dripping Springs and Tiger Splash
A motion was made by Commissioner Douglas to recommend approval of the Use
Agreement between the City of Dripping Springs and Tiger Splash for use of the
Founders Park Pool. Vice Chair Russell seconded the motion which carried
unanimously 5 to 0.
V. REPORTS
The following updates relate to the planning and administration of the City's Parks &
Recreation Program. No Action to be Taken:
A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer
B. Dripping Springs Ranch Park Report - Lynne Dickinson
C. Parks and Community Services Director Report- Mariana Espinoza
D. Charro Ranch Park - Paul Fushille
E. Founders Memorial Park - Ron Jones and Eric Henline
F. Sports & Recreation Park - Eric Russell and David Douglas
G. Veterans Memorial Park & Triangle - Robbie Zamora
H. Skate Park Advisory Committee Report - Eric Henline
There was no discussion on Report Items A – H.
VI. EXECUTIVE SESSION
The Parks and Recreation Commission for the City of Dripping Springs has the right to
adjourn into executive session at any time during the course of this meeting to discuss
any matter as authorized by Texas Government Code Sections 551.071 (Consultation
with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations
about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about
Security Devices), and 551.086 (Economic Development). The Parks and Recreation
Commission for the City of Dripping Springs may act on any item listed in Executive
Session in Open Session or move any item from Executive Session to Open Session for
action.

A motion was made by Commissioner Henline to adjourn the meeting. Vice Chair
Russell seconded the motion which carried unanimously.
