Parks & Recreation Commission Regular Meeting Minutes July 2, 2018 at 6:00 p.m. A Regular Meeting of the Parks & Recreation Commission was held Monday, July 2, 2018 beginning at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Commissioner Matthew Fougerat Commissioner Paul Fushille Commissioner Eric Henline Commissioner Ron Jones (leaves meeting at 8:15 p.m.) Commissioner Wade King (arrived at 6:04 p.m.) Commission Members absent were: Chair Robbie Zamora Vice Chair Eric Russell Commissioner David Douglas City Staff present were: Parks & Community Services Director Mariana Espinoza Administration Administrative Assistant Rachel Goodnight City Planner Anjali Naini With a quorum of the Commission present Commissioner Henline called the meeting or der at 600 p.m. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one spoke during Presentation of Citizens. III. BUSINESS Consideration and Possible Action On: A. Presentation on Parks & Trails Concept Plan related to Second Amendment to Arrowhead Ranch Development Agreement (no action), Chip Mills, RVI Adib Khoury, representative of Starwood Land Advisors, LLC, and Chip Mills with RVi Planning gave a presentation which is on file. Parks & Recreation Commission July 2, 2018 Regular Meeting Minutes Page 1 of 3 Commissioner Fushille discussed the location of the grotto, which straddles the Arrowhead and Sorrell Tracts. Mr. Khoury will be meeting with Mr. Sorrell Tuesday, July 3, 2018 and plans on discussing the location. Commissioner Henline expressed the importance of combativity and community improvements and ask how the developer is going to handle non-residents wanting to use the private parks. Mr. Khoury stated there are sixty (60) families already living in the development near the private park, and changes to the promised location is a constraint they are working through. No action was taken on this item. B. Change Order No. 1 to the Construction Contract between the City of Dripping Springs and Ground Exchange, LLC for the Harrison Hills Trails Improvements Project Mariana Espinoza presented the item. The change order is for $9000.00 additional funds for ADA Parking. No action was taken on this item. C. 2018-2019 Fiscal Year Budget Request 1. Staff Report Mariana Espinoza and Anjali Naini presented the proposed budgets for the Farmers Market and Dripping Springs Ranch Park which are on file. 2. Public Hearing No one spoke during the Public Hearing. 3. Budget Request A motion was made by Commission King to authorize Parks & Community Services Director Marian Espinoza to work with two (2) Commissioners to finalize the proposed Parks & Recreation Fiscal Year 2018-2019 Budget Requests by the July 10, 2018 deadline. Commissioner Fushille seconded the motion which carried unanimously 5 to 0. IV. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: A. Parks and Community Services Monthly Report- Mariana Espinoza B. Dripping Springs Ranch Park Report - Lynne Dickinson Parks & Recreation Commission July 2, 2018 Regular Meeting Minutes Page 2 of 3 C. Charro Ranch Park - Paul Fushille Commissioner Fushille announced that the gates for Charro Ranch Park will be locked the morning of July 4, 2018 until the morning of July 5, 2018. D. Founders Memorial Park - Ron Jones and Eric Henline E. Sports & Recreation Park - Eric Russell and David Douglas F. Veterans Memorial Park & Triangle - Robbie Zamora G. Skate Park Advisory Committee Report - Eric Henline H. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer V. EXECUTIVE SESSION The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session. VI. ANNOUNCEMENTS A. July 10, 2018 - Regular City Council Meeting, 5:30 PM Workshop/6:30 PM Regular Session B. July 17, 2018 - Regular City Council Meeting, 6:00 PM C. August 6, 2018 - Parks & Recreation Commission Meeting, 6:00 PM VII. ADJOURN A motion was made by Commissioner King to adjourn the meeting.
