Regular Meeting Minutes
August 6, 2018 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, August 6, 2018 beginning
at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Robbie Zamora, Chair

Commission Members absent were:

City Staff and Appointed Officials present were:
Mariana Espinoza, Director of Parks & Community Services
Rachel Goodnight, Administrative Assistant to City Administrators
Lynne Dickinson, Dripping Springs Ranch Park Manager
Aaron Bond, Pool Manager
Grace Allen, Dripping Springs Ranch Park Intern
With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:15
p.m.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair and Commission may establish
a time limit on each citizen wishing to speak.

III. MINUTES
A. Approval of the Regular Meeting Minutes of June 4, 2018; and the Special Meeting
Minutes of June 18, 2018

A motion was made by Commissioner Henline to approve the Regular Meeting Minutes of
June 4, 2018 and the Special Meeting Minutes of June 18, 2018. Commissioner King
seconded the motion which carried unanimously 5 to 0.
IV. BUSINESS
Consideration and Possible Action On:
A. Presentation on Summer Internship at Dripping Springs Ranch Park- Grace Allen
Grace Allen gave a presentation to the Commissioners about what she learned during her
internship at Dripping Springs Ranch Park.
B. Update on Design and Construction Plans for Upgrades to the Sports and Rec Park
Field Lighting
Mariana Espinoza presented the staff report which is on file. City Engineer Chad Gilpin is
working on a revised site plan and EMA will provide an updated schematic design re-phasing
of the project.
The Commission made the following recommendations regarding the Design and
Construction Plans for Upgrades to the Sports and Rec Park Field Lighting:
1. Confirm if, and which, poles can be reused.
2. Confirm how quickly the light shielding can be corrected at the main baseball field
using the lights that are already there.
3. Provide an alternate proposal from replacing to LED to correct the existing light glare
instead of replacing.
C. Update on Charro Ranch Park Parking Lot Improvements
Staff is requesting a budget increase for the project from $20,000.00 to $28,405.00. Funds
will be available from Parkland Dedication.
D. Presentation and Recommendation regarding Drippin' Dog Dip Event at the Founders
Memorial Park Pool
A motion was made by Commissioner Henline to approve the Drippin' Dog Dip Event at the
Founders Memorial Park Pool with an event date to be determined. Commissioner Fougerat
seconded the motion which carried unanimously 5 to 0.
E. Discuss and Consider Recommendation regarding a Special Event Permit for the
Twilight and Starlight Event to be held at the Pound House located in Founders
Memorial Park on October 6, 2018
F. Discuss and Consider Recommendation regarding a Special Event Permit for Pioneer
Day to be held at Founders Memorial Park on September 22, 2018

A motion was made by Commissioner Henline to recommend City Council approval of a
Special Event Permit for the Twilight and Starlight Event to be held at the Pound House
located in Founders Memorial Park on October 6, 2018; and a Special Event Permit for
Pioneer Day to be held at Founders Memorial Park on September 22, 2018. Commissioner
Fougerat seconded the motion which carried unanimously 5 to 0.
V. REPORTS
The following updates relate to the planning and administration of the City's Parks & Recreation
Program. No Action to be Taken:
A. Parks and Community Services Monthly Report- Mariana Espinoza
Report is on file and available for inspection upon request.
B. Dripping Springs Ranch Park Report - Lynne Dickinson
Report is on file and available for inspection upon request.
C. Charro Ranch Park - Paul Fushille
No updates.
D. Founders Memorial Park - Ron Jones and Eric Henline
Founders Memorial Park Committee will present to the Parks & Recreation Commission at
the September meeting.
E. Sports & Recreation Park - Eric Russell and David Douglas
No updates.
F. Veterans Memorial Park & Triangle - Robbie Zamora
No updates.
G. Skate Park Advisory Committee Report - Eric Henline
No updates.
H. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer
Report is on file and available for inspection upon request.

VI. EXECUTIVE SESSION
The Parks and Recreation Commission for the City of Dripping Springs has the right to
adjourn into executive session at any time during the course of this meeting to discuss any
matter as authorized by Texas Government Code Sections 551.071 (Consultation with
Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts
and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices),
and 551.086 (Economic Development). The Parks and Recreation Commission for the City of
Dripping Springs may act on any item listed in Executive Session in Open Session or move any
item from Executive Session to Open Session for action.
The Commission did not meet in Executive Session.
VII. ANNOUNCEMENTS
A. August 14, 2018 - Regular City Council Meeting, 5:30 PM Workshop/6:30 PM Regular
Session
B. August 21, 2018 - Regular City Council Meeting, 6:00 PM

A motion was made by Commissioner Fougerat to adjourn the meeting. Commissioner King
seconded the motion which carried unanimously 5 to 0.
