Regular Meeting Minutes
September 5, 2018 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, August 6, 2018
beginning at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping
Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Robbie Zamora, Chair
Matthew Fougerat
Paul Fushille
Eric Henline
Commission Members absent were:
Eric Russell, Vice Chair
David Douglas
Ron Jones
Wade King
City Staff and Appointed Officials present were:
Mariana Espinoza, Director of Parks and Community Services
Brent Luck, Park Planning Consultant
With a quorum of the Commission present, Chair Zamora called the meeting to order at
6:06 p.m.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing
to speak shall do so after being recognized by the Chair. The Chair and Commission
may establish a time limit on each citizen wishing to speak.
No one spoke during Presentation of Citizens.
III. MINUTES
A. Approval of the Parks & Recreation Commission Regular Meeting Minutes of
August 6, 2018
A motion was made by Commissioner Henline to approve the Parks & Recreation
Commission Regular Meeting Minutes of August 6, 2018. Commissioner Fougerat
seconded the motion which carried unanimously 4 to 0.

IV. BUSINESS
Consideration and Possible Action On:
A. Arrowhead Amended & Restated Development Agreement - Parks and Trails
Plan
The Commission did not take up this item, and no action was taken.
B. Request to Rent Veterans Memorial Park "The Triangle" for Sales of Frosty's
Christmas Trees from November 17-December 22, 2018.
A motion was made by Commissioner Henline to recommend City Council approval
of a request to rent Veterans Memorial Park "The Triangle" for Sales of Frosty's
Christmas Trees from November 17-December 22, 2018. Commissioner Fushille
seconded the motion which carried unanimously 4 to 0.
C. Request for Fee Reduction to Rent Veterans Memorial Park "The Triangle" for
The Dripping Springs United Methodist Church Pumpkin Patch Pumpkin Sales
Fundraiser from October 5th to November 2, 2018 and Request for Permission
to display a banner at The Triangle from September 13-October 15, 2018
A motion was made by Commissioner Fushille to recommend City Council approval
of a request for Fee Reduction to Rent Veterans Memorial Park "The Triangle" for
The Dripping Springs United Methodist Church Pumpkin Patch Pumpkin Sales
Fundraiser from October 5th to November 2, 2018 and Request for Permission to
display a banner at The Triangle from September 13-October 15, 2018.
Commissioner Fougerat seconded the motion which carried unanimously 4 to 0.
D. Presentation and Consider Approval of the Founders Memorial Park Master
Plan
Brent Luck presented the staff report and the proposed plan, which is on file.
No action was taken.
E. Discuss and Consider the Approval of a Co-Sponsorship Agreement between the
City of Dripping Springs and Springs Veterinary Care regarding "Springs
Veterinary Care One Year Anniversary and Drippin' Dog Dip" to be held
Saturday, October 13, 2018 at Founders Memorial Park and Pool
A motion was made by Commissioner Henline to recommend City Council approval
of a Co-Sponsorship Agreement between the City of Dripping Springs and Springs
Veterinary Care regarding "Springs Veterinary Care One Year Anniversary and
Drippin' Dog Dip" to be held Saturday, October 13, 2018 at Founders Memorial Park
and Pool. Commissioner Fougerat seconded the motion which carried unanimously
4 to 0.

F. Discussion Regarding Possible Charro Ranch Park Improvements to Dedicate
in Memory of Garry Child
The Commission discussed and considered a possible memorial dedication project for
Garry Child at Charro Ranch Park. Commissioner Fushille will speak with Child
family and the Charro Ranch Park Advisory Committee regarding project ideas and
report back to the Commission.
V. REPORTS
The following updates relate to the planning and administration of the City's Parks &
Recreation Program. No Action to be Taken:
A. Parks and Community Services Monthly Report- Mariana Espinoza
B. Dripping Springs Ranch Park Report - Lynne Dickinson
C. Charro Ranch Park - Paul Fushille
D. Founders Memorial Park - Ron Jones and Eric Henline
E. Sports & Recreation Park - Eric Russell and David Douglas
F. Veterans Memorial Park & Triangle - Robbie Zamora
G. Skate Park Advisory Committee Report - Eric Henline
H. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer
Reports for Items A, C and H are file. There was no other business to report on for
the month of August.
VI. EXECUTIVE SESSION
The Parks and Recreation Commission for the City of Dripping Springs has the right to
adjourn into executive session at any time during the course of this meeting to discuss
any matter as authorized by Texas Government Code Sections 551.071 (Consultation
with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations
about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about
Security Devices), and 551.086 (Economic Development). The Parks and Recreation
Commission for the City of Dripping Springs may act on any item listed in Executive
Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.
