Regular Meeting Minutes
October 1, 2018 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, October 1, 2018 beginning
at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Robbie Zamora, Chair
Matthew Fougerat
Paul Fushille
Eric Henline (arrives at 6:03 p.m.)
Ron Jones
Wade King (arrives at 6:12 p.m.)
Commission Members absent were:
Eric Russell, Vice Chair
David Douglas
City Staff and Appointed Officials present were:
Mariana Espinoza, Director of Parks and Community Services
Rachel Goodnight, City Administration Assistant
Jason Lutz, Planning Director
Laurel Robertson, Farmers Market Manager
Brent Luck, Parks Planning Consultant
With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:02 p.m.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair and Commission may establish
a time limit on each citizen wishing to speak.
Mariana Espinoza announced that the City of Dripping Springs Farmers Market was selected at
the No. 1 Farmers Market in Texas, and the No. 7 Farmers Market Nationwide.
Mariana Espinoza announced that this is Rachel Goodnight’s last meeting, as she will be leaving
the City for the East Coast. Mariana recognized Ms. Goodnight for her service to the Parks and
Community Services Department, specifically with parks and special events.
III. MINUTES
A. Approval of the Parks & Recreation Commission Regular Meeting Minutes of
September 5, 2018

A motion was made by Commissioner Henline to approve the Parks & Recreation
Commission Regular Meeting Minutes of September 5, 2018. Commissioner Fougerat
seconded the motion which carried unanimously 6 to 0.
IV. BUSINESS
Consideration and Possible Action On:
A. Presentation, Discussion and Recommendation Regarding a Proposed Eagle Scout
Project at Founders Memorial Park Pool Boy Scout Representative, Ryan Kethley
Ryan Kethley presented the item. Mr. Kethley would like to expand the shade structure at
Founders Memorial Park as part of his Eagle Scout Project.
The Commission expressed their support for the project, and by unanimous consent
recommended approval for a Proposed Eagle Scout Project at Founders Memorial Park
Pool.
B. Discussion and Consideration of Recommendation regarding the proposed Big Sky
Subdivision (Scott Tract) Master Parks and Open Space Plan

2. Staff Report
Brent Luck presented the staff report which is on file. Staff recommends approval of the
Parkland Dedication Plan and Tree Replacement Plan as submitted.
3. Public Hearing
No one spoke during the Public Hearing.
4. Master Parks and Open Space Plan
A motion was made by Commissioner Henline to recommend City Council approval of
the proposed Big Sky Subdivision (Scott Tract) Master Parks and Open Space Plan.
Commissioner Fushille seconded the motion which carried unanimously 6 to 0.
C. Discussion and Consideration of Recommendation regarding the Arrowhead Ranch
Subdivision Proposed Revisions to Master Parks and Open Space Plan
1. Presentation
Adib Khoury presented the item and proposed changes and parkland dedication triggers.
The proposed boundaries will allow for future fencing.

Jason Lutz and Brent Luck presented the staff report which is on file. Staff recommends
approval of the item.
3. Public Hearing
No one spoke during the Public Hearing.
4. Revised Master Parks and Open Space Plan
A motion was made by Commissioner King to recommend City Council approval of the
Arrowhead Ranch Subdivision Proposed Revisions to Master Parks and Open Space Plan
with the recommendation that it is approved with the Amended Development Agreement,
specifically regarding the Trails Plan. Commissioner Henline seconded the motion
which carried unanimously 6 to 0.
D. Discussion and Consideration of Appointments to Subcommittee for Proposed
Revisions to the Parkland Dedication Ordinance
Jason Lutz presented the staff report.
Chair Zamora directed staff to provide information regarding:
• Who staff would like to appoint to the subcommittee; and
• Who was on the previous subcommittee.
No action was taken on this item.
E. Discussion and Consideration of Recommendation regarding Proposed Amendments to
the Use Agreement between the City of Dripping Springs and the Dripping Springs
Adult Softball Association for the Sports and Recreation Park Softball Fields
Chair Zamora clarifies that the Adult Softball Association only maintains the fields during
their season, which is confirmed by Mariana Espinoza.
Commissioner Henline would like to explore the Dripping Springs Youth Sports Association
(DSYSA) utilize their contract company to maintain fields.
A motion was made by Commissioner Henline to recommend City Council approval of an
Amendment to the Use Agreement between the City of Dripping Springs and the Dripping
Springs Adult Softball Association for the Sports and Recreation Park Softball Fields.
Commissioner Fougerat seconded the motion which carried unanimously 6 to 0.

The following updates relate to the planning and administration of the City's Parks & Recreation
Program. No Action to be Taken:
A. Parks and Community Services Monthly Report- no update or report
B. Dripping Springs Ranch Park Report – no report or update
C. Charro Ranch Park - Paul Fushille & Matthew Fougerat
Commissioner Fushille reported that there was drug transaction at Charro Park that was
reported to the police.
Mariana Espinoza reported that trail cameras will be installed upon the return of Maintenance
Director Craig Rice, and that parking lot improvements are in the works.
D. Founders Memorial Park - Ron Jones and Eric Henline – no report or update
E. Sports & Recreation Park - Eric Russell and David Douglas – no report or update
F. Veterans Memorial Park & Triangle - Robbie Zamora & Wade King
An update on Holiday Lighting was presented.
G. Skate Park Advisory Committee Report - Eric Henline – no report or update
H. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer
Report is on file and available for review upon request.
VI. EXECUTIVE SESSION
The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn
into executive session at any time during the course of this meeting to discuss any matter as
authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072
(Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations),
551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086
(Economic Development). The Parks and Recreation Commission for the City of Dripping
Springs may act on any item listed in Executive Session in Open Session or move any item from
Executive Session to Open Session for action.
The Commission did not meet in Executive Session.
