Regular Meeting Minutes
December 3 , 2018 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, December3, 2018 beginning
at 6:00 p.m. in in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Robbie Zamora, Chair (arrived at 6:25 p.m.)
Eric Russell, Vice Chair
Matthew Fougerat
Paul Fushille
Eric Henline
Wade King (arrived at 6:18 p.m.)
Commissioner Members absent were:
David Douglas
Ron Jones
City Staff, Appointed Officials and Consultants present were:
Mariana Espinoza, Parks & Community Services Director
Aaron Bond, Pool Manager
Brent Luck, Parks Consultant
With a quorum of the Commission present Vice Chair Russell called the meeting to order at 6:05 p.m.
II. PRESENTATION OF CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit
on each citizen wishing to speak.
III. MINUTES
A. Consideration of Approval of the Parks & Recreation Commission Regular Meeting
Minutes of October 1, 2018
A motion was made by Commissioner Henline to approve the Parks & Recreation
Commission Regular Meeting Minutes of October 1, 2018. Commissioner Fougerat
seconded the motion which carried unanimously 4 to 0.
IV. BUSINESS
A. Presentation and discussion regarding a request from Foundation Church of Dripping
Springs Volunteer Project Upgrade to the Sports & Recreation Park Restrooms, Peter
Jackson, Lead Pastor

Foundation Church Lead Pastor Peter Jackson and Children’s Pastor Shane presented the
item. The Church is requesting Commission approval to upgrade the restrooms located at
the soccer fields in the Sports & Recreation Park. They are requesting the following
upgrades which will be 100% funded by the Foundation Church:
• Adding mirrors;
• Adding and relocating soap dispensers;
• Replacing and lowering the counters and sink; and
• Lowering the urinal.
A motion was made by Commissioner Henline to move forward with planning the upgrades
to the restrooms, and for Foundation Church DS to return to the Commission with a
Donation Agreement and final places for consideration. Commissioner Fushille seconded
the motion which carried unanimously 4 to 0.
B. Discuss and consider recommendation regarding the Founders Memorial Park Master
Plan
Brent Luck presented the Founders Memorial Park Master Plan which is on file. He
reviewed the planning and development process of the Master Plan, and that the Founders
Memorial Park Master Plan Advisory Committee has approved and recommended the Plan
for approval.
A motion was made by Commissioner King to recommend City Council approval of the
Founders Memorial Park Master Plan. Commissioner Fushille seconded the motion which
carried unanimously 6 to 0.
C. Discuss and consider the Appointment of individuals to the Subcommittee regarding
the Proposed Revisions to the Parkland Dedication Ordinance.
A motion was made by Chair Zamora to appoint Vice Chair Russell and Commissioner
Fougerat to the Subcommittee regarding the Proposed Revisions to the Parkland Dedication
Ordinance. Commissioner King seconded the motion which carried unanimously 6 to 0.
D. Discuss and consider approval of the 2019 Parks & Creation Commission Meeting
Calendar.
A motion was made by Chair Zamora to approve the 2019 Parks & Creation Commission
Meeting Calendar, and to reschedule the September 2, 2019 meeting to September 3, 2019.
Commissioner Henline seconded the motion which carried unanimously 6 to 0.
V. REPORTS
The following updates relate to the planning and administration of the City's Parks & Recreation
Program. No Action to be taken.

VI. EXECUTIVE SESSION
The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.
