Regular Meeting Minutes
January 7, 2019 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, January 7, 2019 beginning at
6:00 p.m. in in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Robbie Zamora, Chair
Eric Russell, Vice Chair
Matthew Fougerat
Paul Fushille (arrived at 6:03 p.m.)
Eric Henline
Ron Jones
Wade King
Commission Members absent was:
David Douglas
City Staff/Appointed Officials present were:
Mariana Espinoza, Parks & Community Services Director
Emily Long, Pool Manager
Aaron Bond, City Aide
With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:01 p.m.
II. PRESENTATION OF CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit
on each citizen wishing to speak.
No one spoke during Presentation of Citizens.
III. MINUTES
A. Discuss and consider approval of the Parks & Recreation Commission Regular
Meeting Minutes of October 1, 2018.
No action was taken on this item.
IV. BUSINESS
A. Discuss and consider City Council recommendation regarding a Donation Agreement
between the City of Dripping Springs and Foundation Church for upgrades to the
Sports and Recreation Park Restrooms

Shane Helm and Peter Jackson with Foundation Church DS presented the item.
A motion was made by Vice Chair Russell to recommend City Council approval of a
Donation Agreement between the City of Dripping Springs and Foundation Church for
upgrades to the Sports and Recreation Park Restrooms, with the addition of a changing table
increasing the to Value of Donation by $350.00. Commissioner Henline seconded the
motion which carried unanimously 6 to 0.
B. Discuss and consider City Council recommendation regarding a Contract Instructor
Agreement between the City of Dripping Springs and Aging is Cool, Amy Temperley,
for Classes at Dripping Springs Ranch Park
A motion was made by Commissioner Jones to recommend City Council approval of a
Contract Instructor Agreement between the City of Dripping Springs and Aging is Cool,
Amy Temperley, for Classes at Dripping Springs Ranch Park. Commissioner Fougerat
seconded the motion which carried unanimously 7 to 0.
C. Discuss and consider City Council recommendation regarding an Ordinance
Amending the Park Rules
A motion was made by Commissioner Henline to recommend City Council approval
regarding an Ordinance Amending the Park Rules. Commissioner Jones seconded the
motion which carried unanimously 7 to 0.
V. REPORTS
The following updates relate to the planning and administration of the City's Parks & Recreation
Program. No Action to be taken.
A. Parks and Community Services Department Monthly Report
Report on file and available for review by request.
B. Revenues and Expenses Monthly Report- Gina Gillis, City Treasurer
The Commission directed staff to include Stephenson Building Maintenance expenses and
the Parkland Dedication fund in the report for every month moving forward
C. Charro Ranch Park Report- Commissioners Fushille and Fougerat – no report
D. Founders Memorial Park Report- Commissioners Jones and Henline – no report
E. Veterans Memorial Park & Triangle- Chair Zamora and Commissioner King – no
report
F. Skate Park Advisory Committee Report- Commissioner Henline
Commissioner Henline presented the report. There will be a fundraising event in June and
possibly in the fall.

Mariana Espinoza announced that DSRP Bird Blind fund raising event for an Avian Observatory Deck
raised $1,200.00 out of the goal of $1,500.00
VI. EXECUTIVE SESSION
The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.

A motion was made by Vice Chair Russell to adjourn the meeting. Commissioner King seconded
the motion which carried unanimously 7 to 0.
