Parks & Recreation Commission Regular Meeting Minutes September 3, 2019 at 6:00 p.m. A Regular Meeting of the Parks & Recreation Commission was held Tuesday, September 3, 2019 beginning at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Robbie Zamora, Chair Eric Russell, Vice Chair Matthew Fougerat Eric Henline Wade King Matthew Zarbaugh Commission Members absent were: Paul Fushille Kelly Schmidt City Staff/Appointed Officials present were: Mariana Espinoza, Parks & Community Services Director Lynne Dickinson, Dripping Springs Ranch Park & Event Center Manager Olivia Pringle, Parks Intern With quorum of the Commission present, Chair Zamora called the meeting to order at 6:00 p.m. II. PRESENTATION OF CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one spoke during Presentation of Citizens. III. MINUTES A. Discuss and consider approval of the August 5, 2019 Parks & Recreation Commission regular meeting minutes. A motion was made by Commissioner Henline to approve the Parks & Recreation Commission meeting minutes of August 5, 2019. Councilman King seconded the motion which carried unanimously 6 to 0. IV. BUSINESS Parks & Recreation Commission September 3, 2019 Regular Meeting Minutes Page 1 of 3  A. Discuss and consider recommendation regarding the use of unallocated Parkland Dedication Funds related to the Fiscal Year 2020 Budget. 1. Dripping Springs Ranch Park Request Lynne Dickinson presented the staff report which is on file. She is requesting use of Parkland Dedication fund money for the addition of a new fan system to generate better air flow, new drag equipment, and an improved speaker system for larger events in the Dripping Springs Ranch Park arena. The fan system is of highest priority and would cost $20,000, followed by the drag equipment at $7,000, and the speaker system at $20,000. A motion was made by Vice Chair Russell to recommend denial of the request from Dripping Springs Ranch Park & Event Center regarding the use of unallocated Parkland Dedication Funds related to the Fiscal Year 2020 Budget. Commissioner Zarbaugh seconded the motion which carried 4 to 1 to 1, with Commissioner King opposed and Chair Zamora abstaining. B. Discuss and consider recommendation regarding a Donation Agreement related to an Eagle Scout Project for the Sports and Recreation Park. 1. Presentation Andrew Caldwell gave a presentation which is on file. He is requesting requested to build a new sign at the Dripping Springs Sports & Recreation Park similar to the sign at Charro Ranch Park. Labor for the project will be provided at no cost and an estimate will be provided regarding materials. Estimated completion for the project is the end of November 2019. 2. Donation Agreement A motion was made by Vice Chair Russell to recommend approval of a Donation Agreement related to an Eagle Scout Project for the Sports and Recreation Park. Commissioner Zarbaugh seconded the motion which carried unanimously 6 to 0. C. Discuss and consider approval of Sports and Recreation Park surfacing of the multi- use court and sand volleyball court. Mariana Espinoza presented the staff report and received quotes which are on file. Costs associated with this project have been approved in the budget. A motion was made by Commissioner Henline to approve Sports and Recreation Park surfacing of the multi-use court and sand volleyball court as approved by Parks & Community Services Director. Commissioner Fougerat seconded the motion which carried unanimously 6 to 0. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. EXECUTIVE SESSION The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action.
