August 5, 2019 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, August 5, 2019 beginning at
6:00 p.m. in in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:

City Staff/Appointed Officials present were:

Christopher Schaefer, Parks Department Summer Intern
Emily Long, Pool Manager
With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:01 p.m.
II. PRESENTATION OF CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit
on each citizen wishing to speak. Pool manager Emily Long invited the Parks and Recreation
commissioners to the Family Night event at the pool.
No one spoke during Presentation of Citizens.
III. MINUTES
A. Discuss and consider approval of the July 1, 2019 Parks & Recreation Commission
regular meeting minutes.
A motion was made by Commissioner Henline to approve the Parks & Recreation
Commission meeting minutes of July 1, 2019. Vice Chair Russell seconded the motion
which carried unanimously 5 to 0.

A. Discuss and consider recommendations regarding Parkland Dedication requirements
for the “Driftwood Golf and Ranch Club” Phase 1 Final Plat located at 11100 RR-967
(N. Site), Buda, TX 78610.

4. Trails Plan Map Amendments
A motion was made by Commissioner Fushille to recommend accepting cash in lieu for the
Driftwood Golf and Ranch Club in order to meet the required Parkland Dedication
requirements. Commissioner Henline seconded the motion which carried unanimously 5 to
0.
B. Discuss and consider recommendations regarding Parkland Dedication requirements
for the “Grotto” multi-family development located at 1459 W. Hwy 290 and Quail
Farm Road, Dripping Springs, TX 78620.

4. Parkland Dedication
A motion was made by Commissioner Henline to recommend Parkland Dedication
connection to 290 be concrete and amenities can be reviewed by staff. Staff can then make
further decisions with development. Vice Chair Russell seconded the motion which carried
unanimously 5 to 0.

C. Discuss and consider recommendation regarding Parkland Dedication requirements
for the “Bunker Ranch Phase 5” multi-family condominium development located at
the southwest intersection of W. Hwy 290 and Bunker Ranch Road.

3. Parkland Dedication
A motion was made by Vice Chair Russell to recommend approval of the Parkland
Dedication requirements for the “Bunker Ranch Phase 5” multi-family condominium
development located at the southwest intersection of W. Hwy 290 and Bunker Ranch Road
with the following conditions: the trail will be eight feet wide and consist of crushed granite;
two (2) benches; and signage and markers be placed on the trail as approved by staff.
Commissioner Fougerat seconded the motion which carried unanimously 5 to 0.
Staff wants to see the status of trail before making any further decisions.
D. Presentation regarding Physics Camp at Founders Memorial Park by Parks
Department Intern Christopher Schaefer.
Christopher Schaefer presented the result so the Physics Camp that he coordinated and
implemented.
E. Discuss and consider approval of a Co-Sponsorship Agreement between the City of
Dripping Springs and Springs Veterinary Clinic for the 2nd Annual Tails and Trails
Event.
A motion was made by Commissioner Zarbaugh to approve the Co-Sponsorship Agreement
between the City of Dripping Springs and Springs Veterinary Clinic for the 2nd Annual Tails
and Trails Event. Commissioner Fushille seconded the motion which carried unanimously
5 to 0.
F. Discuss and consider approval of the Selection of Swings for Founders Memorial Park.
A motion was made by Commissioner Henline to approve the Selection of Swings with Play
and Park Structures for Founders Memorial Park. Vice Chair Russell seconded the motion
which carried unanimously 5 to 0.

The following updates relate to the planning and administration of the City's Parks & Recreation
Program. No Action to be taken.

VI. EXECUTIVE SESSION
The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.

A motion was made by Vice Chair Russell to adjourn the meeting. Commissioner Henline seconded
the motion which carried unanimously 5 to 0.
