Parks & Recreation Commission Regular Meeting Minutes July 1, 2019 at 6:00 p.m. A Regular Meeting of the Parks & Recreation Commission was held Monday, July 1, 2019 beginning at 6:00 p.m. in in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Robbie Zamora, Chair Eric Russell, Vice Chair Matthew Fougerat Eric Henline Wade King Kelly Schmidt Matthew Zarbaugh Commission Members absent were: Paul Fushille City Staff/Appointed Officials and Consultants present were: Mariana Espinoza, Parks & Community Services Director Katerina Dittemore and Gandolf Burrs, Grant Development Services With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:02 p.m. II. PRESENTATION OF CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. III. MINUTES A. Discus and consider approval of the June 3, 2019 Parks & Recreation Commission regular meeting minutes. A motion was made by Commissioner Fougerat to approve the Parks & Recreation Commission meeting minutes of June 3, 2019. Commissioner King seconded the motion which carried unanimously 7 to 0. IV. BUSINESS A. Public hearing, consideration and recommendation regarding an Amendment to the Dripping Springs City-Wide Trails Plan Map. 1. Staff Report Parks & Recreation Commission July 1, 2019 Regular Meeting Minutes Page 1 of 4 Gandolf Burrus presented the staff report. Gandolf recommended to make two amendments to the Trail Plan. 2. Public Hearing No one spoke during the Public Hearing. 3. Trails Plan Map Amendments A motion was made by Vice Chair Russel to recommend approval of an Amendment to the Dripping Springs City-Wide Trails Plan Map . Commissioner King seconded the motion which carried unanimously 7 to 0. B. Public Hearing, consideration and approval of a Resolution of Support regarding the Rob Shelton Boulevard Gap Elimination and Connectivity Pedestrian Improvements TASA Set Aside Program Project proposed funding application to be filed with TxDOT for pedestrian improvements on Rob Shelton Boulevard from Sports Park Road to Founders Memorial Park. 1. Staff Report Katerina Dittemore presented the staff report. Katerina requested that the Parks and Recreation Commission consider approving a Resolution of Support for a grant application that will be submitted to TxDOT. 2. Public Hearing No one spoke during the Public Hearing. 3. Resolution A motion was made by Vice Chair Russel to approve a Resolution of Support regarding the Rob Shelton Boulevard Gap Elimination and Connectivity Pedestrian Improvements TASA Set Aside Program Project proposed funding application to be filed with TxDOT for pedestrian improvements on Rob Shelton Boulevard from Sports Park Road to Founders Memorial Park. Commissioner Henline seconded the motion which carried unanimously 7 to 0. C. Public Hearing, consideration and approval of a Resolution of Support regarding the Dripping Springs Middle School SRTS/TASA Safety and Connectivity Improvements Project proposed funding application to be filed with TxDOT for pedestrian improvements on Roger Hanks Parkway to connect Dripping Springs Middle School to Dripping Springs High School. 1. Staff Report Katerina Dittemore presented the staff report and requested approval of a Resolution of Support from the Commission. Parks & Recreation Commission July 1, 2019 Regular Meeting Minutes Page 2 of 4 2. Public Hearing No one spoke during the Public Hearing. 3. Resolution A motion was made by Vice Chair Russel to approve a Resolution of Support regarding the Dripping Springs Middle School SRTS/TASA Safety and Connectivity Improvements Project proposed funding application to be filed with TxDOT for pedestrian improvements on Roger Hanks Parkway to connect Dripping Springs Middle School to Dripping Springs High School. Commissioner Fougerat seconded the motion which carried unanimously 7 to 0. E. Discuss and Consider Approval of new swings at Founders Memorial Park. At the request of staff, this item is postponed to the August 5, 2019 meeting. E. Discuss and Consider Approval of the Proposed FY 20 Budget. A motion was made by Vice Chair Russel to approve the proposed Fiscal Year 2020 Budget for Parks and Recreation. Commissioner Henline seconded the motion which carried unanimously 7 to 0. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be taken. A. Parks and Community Services Department Monthly Report Report on file and available for review. B. Revenue and Expenses Monthly Report Report on file and available for review. VI. EXECUTIVE SESSION The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session. VII. UPCOMING MEETINGS A. ADJOURN A motion was made by Vice Chair Russell to adjourn the meeting. Commissioner Fougerat seconded the motion which carried unanimously 7 to 0.
