June 3, 2019 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, June 3, 2019 beginning at
6:00 p.m. in in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Robbie Zamora, Chair
Eric Russell, Vice Chair

Commission Members absent were:

City Staff/Appointed Officials present were:

Brent Luck, Parks Planning Consultant
With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:13 p.m.
II. PRESENTATION OF CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit
on each citizen wishing to speak.
No one spoke during Presentation of Citizens.
III. MINUTES
A. Discus and consider approval of the May 5, 2019 Parks & Recreation Commission
regular meeting minutes.
A motion was made by Commissioner King to approve the May 5, 2019 Parks & Recreation
Commission regular meeting minutes. Vice Chair Russell seconded the motion which
carried unanimously 5 to 0.

A. Public hearing, discussion, and recommendation regarding Proposed Parkland
Dedication for the Western Springs Apartment Complex located at 400 Creek Road,
Dripping Springs, Texas 78620.

Jon Thompson presented the item.
2. Staff Report
Brent Luck presented the staff report which is on file. Staff recommends approval of the
item dependent on level of maintenance and instruments for providing a trail connection
from Western Springs Apartments to Highway 290.
3. Public Hearing
No one spoke during the public hearing.
4. Parkland Dedication
A motion was made by Vice Chair Russell to recommend City Council approval of the
Proposed Parkland Dedication for the Western Springs Apartment Complex located at 400
Creek Road, Dripping Springs, Texas 78620 with the recommendation that an easement be
provided for trail connectivity from from Highway 290 to Creek Road and for maintenance
to be decided by staff and maintained the same as the complex. Commissioner King
seconded the motion which carried unanimously 5 to 0.
B. Public hearing, discussion, and recommendation regarding Proposed Parkland
Dedication for the San Luis Spirits Site Development Application located at 5330 Bell
Springs Road, Dripping Springs, TX 78620.

A motion was made by Commissioner King to recommend approval of the Proposed
Parkland Dedication for the San Luis Spirits Site Development Application located at 5330
Bell Springs Road, Dripping Springs, TX 78620. Vice Chair Russell seconded the motion
which carried unanimously 5 to 0.
C. Public hearing, discussion, and recommendation regarding proposed amendments to
Chapter 28, Subdivisions and Site Development, Article 28.03, Parkland Dedication,
of the City's Code of Ordinances.

Jason Lutz presented the staff report which is on file. Staff recommends approval of the
item.
2. Public Hearing
No one spoke during public hearing.
3. Parkland Dedication Ordinance Amendments
A motion was made by Vice Chair Russell to recommend approval of the proposed
amendments to Chapter 28, Subdivisions and Site Development, Article 28.03, Parkland
Dedication, of the City's Code of Ordinances with the condition that amenities are only
applied to public parks with fifty-percent (50%) credit already applied toward private parks.
Commissioner Fougerat seconded the motion which carried unanimously 5 to 0.
D. Discuss and consider recommending approval of a Donation Agreement between the
City of Dripping Springs and the Dripping Springs Running Club for Trail
Improvements at Sports and Recreation Park.
A motion was made by Vice Chair Russell to recommend approval of a Donation Agreement
between the City of Dripping Springs and the Dripping Springs Running Club for Trail
Improvements at Sports and Recreation Park with a $5,000 match from Parkland Dedication
funds. Commissioner Henline seconded the motion which carried unanimously 5 to 0.
E. Discussion regard the 2019-2020 Fiscal Year Budget Request for Parks and
Recreation.
A discussion was held regarding the 2019-2020 Fiscal Year Budget.
No action was taken.
F. Discussion regarding the Parks & Recreation Commission membership composition
and related to City of Dripping Springs Code of Ordinances Section 2.04.064.
A motion was made by Commissioner Henline to reduce the Dripping Springs Independent
School District seat membership from three (3) seats to two (2) seats, and to increase the At-
Parks & Recreation Commission June 3, 2019

Large membership seats from three (3) seats to four (4) seats; and to rename ETJ to At-
Large. Vice Chair Henline seconded the motion which carried unanimously 5 to 0.
V. REPORTS
The following updates relate to the planning and administration of the City's Parks & Recreation
Program. No Action to be taken.
A. Parks and Community Services Department Monthly Report
Report on file and available for review.
B. Revenues and Expenses Monthly Report
Report on file and available for review.
VI. EXECUTIVE SESSION
The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.

A motion was made by Vice Chair Russell to adjourn the meeting. Commissioner King seconded the
motion which carried unanimously 5 to 0.
