Regular Meeting Minutes
May 6, 2019 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, May 6, 2019 beginning at
6:11 p.m. in in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Robbie Zamora, Chair
Eric Russell, Vice Chair
David Douglas
Matthew Fougerat
Paul Fushille
Eric Henline
Commission Members absent were:
Ron Jones
Wade King
City Staff/Appointed Officials present were:
Mariana Espinoza, Parks & Community Services Director
Jason Lutz, Planning Director
Brent Luck, Park Consultant
With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:11 p.m.
II. PRESENTATION OF CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit
on each citizen wishing to speak.
No one spoke during Presentation of Citizens.
III. MINUTES
A Discuss and consider approval of the Parks & Recreation Commission meeting minutes
of April 1, 2019.
A motion was made by Commissioner Fushille to approve the Parks & Recreation
Commission meeting minutes of April 1, 2019. Vice Chair Fougerat seconded the motion
which carried unanimously 6 to 0.
IV. BUSINESS

A. Presentation, public hearing and possible recommendation regarding proposed
changes to the Reunion Ranch Subdivision Master Parks Plan.
1. Staff Report
Jason Lutz presented the staff report. Staff recommends the item for approval.
2. Presentation
Michael Slack and Terry Morrison with Taylor Morrison of Texas, Inc. presented the item.
3. Public Hearing
Ron Meyer, Carrie Jones and Connie Ester spoke in opposition to the item with concerns
that the developer is not following the Development Agreement, and that promised trails
have not been built.
4. Recommendation
Jason Lutz clarified that the Master Parks Plan is different from the Development
Agreement, and that the applicant has met all requirements regarding the parkland
dedication.
No action was taken on this item.
B. Presentation, discussion and possible recommendation regarding construction plans
for the Founders’ Park Road Improvements.
1. Staff Report
Jason Lutz presented the staff report which is on file. Staff is seeking feedback on the
project.
2. Presentation
Joh Doucet, Jen Paisley and Rob Archer with Doucet & Associates, Peter Verdicchio with
SEC Planning, and Matthew Scribner with Meritage Homes presented the item.
3. Founders Park Road Improvements / Recommendation
The Commission recommended that staff continue to move forward with the construction
plans.
C. Presentation, discussion and possible recommendation regarding the Dripping Sprigs
Running Club proposed Trail Improvements at Sports and Recreation Park
A motion was made by Commissioner Henline to approve $5,000 of Parkland Dedication
funds to be used for trail improvements at the Sports and Recreation Park and directed staff

to move forward with a donation agreement with the Dripping Springs Running Club.
Commissioner Fougerat seconded the motion which carried unanimously 6-0.
D. Presentation, discussion and possible recommendation regarding a Contractor
Instructor Agreement between City of Dripping Springs and Earth Native Wilderness
School related to instruction classes to be held at the Dripping Springs Ranch Park
Event Center.
A motion was made by Commissioner Fougerat to approve a Contactor Instructor
Agreement between the City of Dripping Springs and Earth Native Wilderness School for
the instruction of classes to be held at Dripping Springs Ranch Park Event Center.
Commissioner Fushille seconded the motion which carried unanimously 6-0.
E. Discussion regarding the Parks Fiscal Year 2020 Budget
Chair Zamora informed Commissioners that the budget will be discussed in detail at the next
meeting and to think about what needed to be included for 2019 – 2020.
V. REPORTS
The following updates relate to the planning and administration of the City's Parks & Recreation
Program. No Action to be taken.
A. Parks and Community Services Department Monthly Report

B. Revenues and Expenses Monthly Report

VI. EXECUTIVE SESSION
The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.

A motion was made by Vice Chair Russell to adjourn the meeting. Commissioner Henline seconded
the motion which carried unanimously 6 to 0.
