Parks & Recreation Commission Regular Meeting Regular Meeting Minutes April 1, 2019 at 6:00 p.m. A Regular Meeting of the Parks & Recreation Commission was held Monday, April 1, 2019 beginning at 6:00 p.m. in in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Robbie Zamora, Chair Eric Russell, Vice Chair Matthew Fougerat Paul Fushille Eric Henline Commission Members absent was: David Douglas Ron Jones Wade King City Staff/Appointed Officials present were: Mariana Espinoza, Parks & Community Services Director Aaron Bond, Parks Maintenance Jason Lutz, Planning Director With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:05 p.m. II. PRESENTATION OF CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. III. MINUTES A. Discuss and consider approval of the December 3, 2018 and January 7, 2019 Parks & Recreation Commission meeting minutes. A motion was made by Commissioner Henline to approve the December 3, 2019 minutes with the following changes: correct the words that read “creation” to “recreation and to approve the January 7, 2019 minutes with the note that there was not an end time on the minutes. Vice Chair Russell seconded the motion which carried unanimously 5 to 0. IV. BUSINESS Parks & Recreation Commission April 1, 2019 Regular Meeting Minutes Page 1 of 4 A. Presentation, discussion and recommendation regarding a proposal to place a directory at the Veterans Memorial Park Memorial Structure. A motion was made by Commissioner Henline to recommend City Council approval regarding a proposal to place a directory at the Veterans Memorial Park Structure. Vice Chair Russell seconded the motion which carried unanimously 5 to 0. B. Presentation and discussion regarding Parkland Dedication for the Cannon Subdivision. No action was taken on this item. Developers for the Cannon Subdivision made a presentation to the Commission and received feedback from Commissioners regarding possible parkland dedication options. C. Update and discussion regarding the proposed amendments to the City's Parkland Dedication Ordinance. No action was taken on this item. City Planning Director, Jason Lutz, gave the Commissioners an update on moving forward with revisions to the Parkland Dedication Ordinance. D. Update and direction regarding the Electrical Sports Lightning Project at the Sports and Recreation Park. No action was taken on this item. City Parks Director, Mariana Espinoza, gave the Commissioners an update on moving forward with reviewing the budget to secure a site survey of Sports and Recreation Park. E. Discuss and consider recommendation regarding Proposed Hours of Operation for the Founders Memorial Park Pool. A motion was made by Vice Chair Russell to recommend City Council approval regarding proposed Hours of Operation for the Founders Memorial Park Pool. Commissioner Fushille seconded the motion which carried unanimously 5 to 0. F. Discuss and consider recommendation regarding a License Agreement between the City of Dripping Springs and Dripping Springs Skatepark, Inc. for the construction and donation of a Skate Park at Founders Memorial Park. A motion was made by Vice Chair Russel to recommend City Council approval regarding a License Agreement between the City of Dripping Springs and Dripping Springs Skatepark, Inc. for the construction and donation of a Skate Park at Founders Memorial Park. Commissioner Fushille seconded the motion which carried unanimously 4 to 0. Commissioner Henline recused himself. Parks & Recreation Commission April 1, 2019 Regular Meeting Minutes Page 2 of 4 G. Discuss and consider approval of authorization for Tiger Splash to paint a Tiger Splash logo at the pool for the 2019 Season. A motion was made by Commissioner Henline to approve the authorization of Tiger Splash to paint a logo at the pool for the 2019 Season an including that City Staff review and approve the logo prior to painting. Commissioner Fougerat seconded the motion which carried unanimously 5 to 0. H. Discuss and Consider approval of a Contract Instructor Agreement between The City of Dripping Springs and Flying Fish Swim Academy, LLC for swim lessons at the Founders Memorial Park Pool. A motion was made by Commissioner Fougerat to recommend City Council approval regarding a Contract Instructor Agreement between The City of Dripping Springs and Flying Fish Swim Academy, LLC. for swim lessons at the Founders Memorial Park Pool. Commissioner Fushille seconded the motion which carried unanimously 5 to 0. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be taken. A. Parks and Community Services Department Monthly Report Report on file and available for review. B. Revenues and Expenses Monthly Report Gina Gillis, City Treasurer Report on file and available for review. VI. EXECUTIVE SESSION The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session. VII. UPCOMING MEETINGS A. ADJOURN A motion was made by Vice Chair Russell to adjourn the meeting. Commissioner Henline seconded the motion which carried unanimously 5 to 0.
