February 3, 2020 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, February 3, 2020 beginning
at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Robbie Zamora, Chair (arrived at 6:11 p.m.)
Eric Russell, Vice Chair
Matthew Fougerat
Eric Henline
Wade King
Commission Members absent were:
Paul Fushille
Matthew Zarbaugh
City Staff/Appointed Officials present were:
Kelly Schmidt, Parks & Community Services Director
Amanda Padilla, City Planner
Robyn Miga, Land Planning Consultant
With a quorum of the Commission present, Vice Chair Russell called the meeting to order at 6:03 p.m.
II. PRESENTATION OF CITIZENS
A member of the public who desires to address the Commission regarding any item on an agenda for
an open meeting may do so at presentation of citizens before an item or at a public hearing for an
item during the Commission’s consideration of that item. Citizens wishing to discuss matters not
contained within the current agenda may do so, but only during the time allotted for presentation of
citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each
public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance
of a translator will be given twice the amount of time as a member of the public who does not require
the assistance of a translator to address the Commission. It is the request of the Commission that
members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold
their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in.
Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By
law no action may be taken during Presentations of Citizens.

A. Discuss and consider approval of the Parks & Recreation Commission January 6, 2020
regular meeting minutes.
A motion was made by Commissioner Fougerat to approve the Parks & Recreation
Commission January 6, 2020 regular meeting minutes. Commissioner Henline seconded
the motion which carried unanimously 4 to 0.
IV. BUSINESS
A. Discuss and consider recommendation regarding improvements to the Veterans
Memorial Park Monument as proposed by the Dripping Springs Sarah Pound Chapter
National Society Daughters of the American Revolution (NSDAR).
Diane Thompson, NSDAR Conservation Chair presented the item.
A motion was made by Commissioner King to recommend City Council approval of the
improvements to the Veterans Memorial Park Monument as proposed by the Dripping
Springs Sarah Pound Chapter National Society Daughters of the American Revolution
(NSDAR). Commissioner Henline seconded the motion which carried unanimously 5 to 0.
D. Discuss and consider recommendation of the official logo for the Parks and
Community Services Department.
Kelly Schmidt presented the staff report which is on file.
A motion was made by Commissioner Henline to recommend City Council approval of
Option 1 as presented in the staff report for the official logo for the Parks and Community
Services Department. Chair Zamora seconded the motion which carried 5 to 0.
B. Discuss and consider recommendation of a Request from the Dripping Springs Skate
Park initiative group for assistance from the City of Dripping Springs with fundraising
related to the construction of the Skate Park to be located at Founders Memorial Park.
Kelly Schmidt presented the staff report which is on file.
A motion was made by Chair Zamora to recommend City Council approval of a Request
from the Dripping Springs Skate Park initiative group for assistance to help pursue
fundraising, grants and other forms of funding for the construction of the Skate Park to be
located at Founders Memorial Park. Commissioner Henline seconded the motion which
carried unanimously 5 to 0.
C. Public hearing and recommendation regarding Parkland Dedication requirements for
proposed Planned Development District (PDD) No. 11, located at 27110 RR 12,
Dripping Springs, Texas.

2. Public Hearing
No one spoke during the Public Hearing.
3. PDD No. 11 Parkland Dedication Recommendation
A motion was made by Commissioner Henline to recommend City Council approval of
Parkland Dedication requirements for proposed Planned Development District (PDD) No.
11, located at 27110 RR 12, Dripping Springs, Texas with the recommendation that a portion
of the funds received related to the Parkland Dedication requirements for proposed Planned
Development District (PDD) No. 11 be made available to assist with construction of the
Skateboard Park . Commissioner Fougerat seconded the motion which carried unanimously
5 to 0.
E. Discuss and consider recommendation regarding the appointment of an individual to
the Parks & Recreation Commission for a term to expire June 30, 2021.
A motion was made by Chair Zamora to recommend City Council approval of the
appointment of Amber Ballman to the Parks & Recreation Commission for a term to expire
June 30, 2021. Commissioner Fougerat seconded the motion which carried unanimously 5
to 0.
V. REPORTS
The following updates relate to the planning and administration of the City's Parks & Recreation
Program. No Action to be taken.

VI. EXECUTIVE SESSION
The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.
