Parks & Recreation Commission Regular Meeting Minutes January 6, 2020 at 6:00 p.m. A Regular Meeting of the Parks & Recreation Commission was held Monday, January 6, 2020 beginning at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members absent were: Robbie Zamora, Chair Eric Russell, Vice Chair Matthew Fougerat Paul Fushille Eric Henline Wade King (left meeting at 7:00 p.m.) Commission Member absent was: Matthew Zarbaugh City Staff/Appointed Officials present were: Kelly Schmidt, Parks & Community Services Director Maggie Martin, Events & Programs Specialists Jason Lutz, Planning Director Brent Luck, Parks Planning Consultant With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:02 p.m. II. PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. III. MINUTES Parks & Recreation Commission January 6, 2020 Regular Meeting Minutes Page 1 of 5 A. Discuss and consider approval of the December 2, 2019 Parks & Recreation Commission Regular Meeting Minutes. A motion was made by Vice Chair Russell to approve the December 2, 2019 Parks & Recreation Commission Regular Meeting Minutes. Commissioner King seconded the motion which carried unanimously 6 to 0. IV. BUSINESS A. Discuss and consider recommendation regarding a proposal from Junior Girl Scout Troop 1398 for the construction and installation of a Bird House(s) to be located in Dripping Springs Ranch Park and/or Charro Ranch Park. Kristy Caldwell, Co-Leader Girl Scout Troop 1398, presented the item. Kelly Schmidt presented the staff report which is on file. Staff recommends approval of the proposal. A motion was made by Vice Chair Russell to recommend City Council approval of a proposal from Junior Girl Scout Troop 1398 for the construction and installation of a Bird House(s) to be located in Dripping Springs Ranch Park and/or Charro Ranch Park, with the condition that staff coordinate the donation. Commissioner King seconded the motion which carried unanimously 6 to 0. B. Public hearing and recommendation regarding Parkland Dedication requirements for the Forbes Tract Condominiums, located at 14300 FM 1826. 1. Staff Report Brent Luck presented the staff report which is on file. Staff recommends approval of the parkland dedication. 2. Public Hearing No one spoke during the Public Hearing. 3. Parkland Dedication The Commission expressed concern regarding responsibility of maintaining the trail and the ramifications to the Homeowners Association should the trail quality not be maintained. Staff confirmed that the natural trails are to be maintained by the Homeowners Association. A motion was made by Commissioner Henline to recommend City Council approval of the Parkland Dedication requirements for the Forbes Tract Condominiums, located at 14300 FM 1826. Commissioner Fougerat seconded the motion which carried unanimously 6 to 0. C. Public hearing and recommendation regarding ZA2019-0010: an Ordinance Amending Chapter 30, Exhibit A, Section 3.16 and the Appendix E Zoning Use Regulations (Charts) to allow “Park Accessory Uses”. Park Accessory Uses shall Parks & Recreation Commission January 6, 2020 Regular Meeting Minutes Page 2 of 5 include, but not limited to, Community Centers, Senior Centers, Nature Centers, Dog Off Leash Areas, Parks & Community Services Admin Offices, Playgrounds, Camp sites, Hike and Bike trails, Observatory, Park Maintenance Workshop & Storage Facilities, Community Gardens, and other uses as approved by the City. Applicant: City Staff 1. Staff Report Jason Lutz presented the staff report which is on file. Staff recommends approval of the ordinance. 2. Public Hearing No one spoke during the Public Hearing. 3. Ordinance A motion was made by Vice Chair Russell to recommend City Council approval of ZA2019- 0010: an Ordinance Amending Chapter 30, Exhibit A, Section 3.16 and the Appendix E Zoning Use Regulations (Charts) to allow “Park Accessory Uses”. Public hearing and recommendation regarding Parkland Dedication requirements for Ghost Hill Ranch (Legal Description: 19.927 Acres out of the Charles Wilcox Survey No. 36, Abstract No. 498), located at the southeast intersection of Ranch Road 12 and Fitzhugh Road. 1. Staff Report Jason Lutz presented the staff report which is on file. Staff recommends approval of the parkland dedication. 2. Public Hearing No one spoke during the Public Hearing. 3. Parkland Dedication A motion was made by Vice Chair Russell to recommend City Council approval of the Parkland Dedication requirements for Ghost Hill Ranch (Legal Description: 19.927 Acres out of the Charles Wilcox Survey No. 36, Abstract No. 498), located at the southeast intersection of Ranch Road 12 and Fitzhugh Road. Public hearing and recommendation regarding Parkland Dedication requirements for proposed Planned Development District (PDD) No. 11, located at 27110 RR 12, Dripping Springs, Texas. 1. PDD No. 11 Parkland Dedication Recommendation A motion was made by Commissioner Henline to table the item to the February 3, 2020 regular Parks & Recreation Commission meeting. Vice Chair Russell seconded the motion which carried unanimously 6 to 0. F. Discuss and consider recommendation of a Use Agreement between the City of Dripping Springs and Tiger Splash regarding use of the Founders Memorial Park Pool. Kelly Schmidt presented the staff report. Staff recommends approval of the agreement. A motion was made by Vice Chair Russell to recommend City Council approval of a Use Agreement between the City of Dripping Springs and Tiger Splash regarding use of the Founders Memorial Park Pool with the condition that staff clarify the allowed use for practices is for the pool and pavilion and that staff make any non-substantive corrections prior to City Council consideration. Commissioner Fougerat seconded the motion which carried unanimously 4 to 0. G. Discuss and consider recommendation regarding an Ordinance Amending the Parks and Recreation Fiscal Year 2020 Budget related to revenue and expenses associated with new program implementation and capital improvements. Kelly Schmidt presented the staff report which is on file. Staff recommends approval of the ordinance. A motion was made by Vice Chair Russell to recommend City Council approval of an Ordinance Amending the Parks and Recreation Fiscal Year 2020 Budget related to revenue and expenses associated with new program implementation and capital improvements. Commissioner Henline seconded the motion which carried unanimously 5 to 0. H. Discuss and consider recommendation regarding revisions to the Parks and Community Services Department Mission Statement. Kelly Schmidt presented the staff report which is on file. A motion was made by Commissioner Fushille to recommend City Council approval of the revised Parks and Community Services Department Mission Statement to read “It is our mission to foster community by preserving parks and open space; by connecting people to our natural resources and cultural history; and by offering programs and events.” Commissioner Fougerat seconded the motion which carried unanimously 5 to 0. V. REPORTS Parks & Recreation Commission January 6, 2020 Regular Meeting Minutes Page 4 of 5 The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be taken. A. Parks & Community Services Department Monthly Report Parks & Community Services Director, Kelly Schmidt B. EXECUTIVE SESSION The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session. VII. UPCOMING MEETINGS A.
