Regular Meeting Minutes
December 2, 2019 at 6:00 p.m.
A Regular Meeting of the Parks & Recreation Commission was held Monday, December 2, 2019 beginning
at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Robbie Zamora, Chair
Eric Russell, Vice Chair
Matthew Fougerat
Paul Fushille
Eric Henline
Wade King (arrived at 6:09 p.m.)
Commission Member absent was:
Matthew Zarbaugh

II. PRESENTATION OF CITIZENS
A member of the public who desires to address the Parks & Recreation Commission regarding any
item on an agenda for an open meeting may do so at presentation of citizens before an item or at a
public hearing for an item during the Commission’s consideration of that item. Citizens wishing to
discuss matters not contained within the current agenda may do so, but only during the time allotted
for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of
citizens or during each public hearing. Speakers may not cede or pool time. Members of the public
requiring the assistance of a translator will be given twice the amount of time as a member of the
public who does not require the assistance of a translator to address the Commission. It is the request
of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed
Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are
encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens
from the city secretary. By law no action may be taken during Presentations of Citizens.

III. MINUTES
A. Discuss and consider approval of the November 4, 2019 Parks & Recreation Regular
Meeting Minutes.

A motion was made by Commissioner Henline to approve the November 4, 2019 Parks &
Recreation Regular Meeting Minutes. Vice Chair Russell approved the motion which
carried unanimously 5 to 0.
IV. BUSINESS
A. Public hearing and recommendation regarding Parkland Dedication requirements for
7-11 located at the southwest intersection of Hwy 290 and Purcell Place.
1. Staff Report
Brent Luck presented the staff report which is on file.
2. Public Hearing
No one spoke during the Public Hearing.
3. Parkland Dedication
A motion was made by Commissioner Henline to recommend approval of the Parkland
Dedication requirements for 7-11 located at the southwest intersection of Hwy 290 and
Purcell Place. Commissioner Fougerat seconded the motion which carried unanimously 5
to 0.
B. Public hearing and recommendation regarding Parkland Dedication requirements for
Ghost Note Brewery, located at 23663 RR-12.

Brent Luck presented the staff report which is on file.
2. Public Hearing
No one spoke during the Public Hearing.
3. Parkland Dedication
A motion was made by Commissioner Fushille to recommend approval of the Parkland
Dedication requirements for Ghost Note Brewery, located at 23663 RR-12. Commissioner
Fougerat seconded the motion which carried unanimously 5 to 0.
C. Public hearing and recommendation regarding Parkland Dedication requirements for
the Forbes Tract Condominiums, located at 14300 FM 1826.

This item was withdrawn and no action was taken.
D. Public hearing and recommendation regarding Parkland Dedication requirements for
Sawyer Ranch Phase 2, site development, located at 13341 W. Hwy 290.
1. Staff Report
Brent Luck presented the staff report which is on file.
2. Public Hearing
No one spoke during the Public Hearing.
3. Parkland Dedication
Bryan Estes with Civil & Environmental Consultants, Inc. spoke regarding the intention of
a fifty-foot buffer.
A motion was made by Vice Chair Russell to recommend approval of the Parkland
Dedication requirements for Sawyer Ranch Phase 2, site development, located at 13341 W.
Hwy 290 with the condition that the fifty-foot along the eastern property line and south of
the parkland dedication area buffer remain undisturbed and only utilized for future septic,
irrigation, or green space. Commissioner Fushille seconded the motion which carried
unanimously 6 to 0.
E. Discussion and recommendation regarding Parkland Dedication requirements for
proposed PDD #11, located at 27110 RR 12.
Jason Lutz presented the staff report which is on file.
The Commission discussed the item and raised the following concerns:
• Entrance to subdivision increasing traffic to adjacent Sports & Recreation Park
which has the largest visitor volume.
• Location of Pocket Park and proximity to Sports & Recreation Park, and suggestion
that the City accept a higher Cash-In-Lieu and omit the park and direct funds to the
construction of a traffic light at the Sports & Recreation Park
Brent Luck suggested the City consider value instead of cash and contribute to the
improvements of the park that will be impacted by apartment tenants.
No action was taken on this item.
F. Discuss and consider recommendation regarding Founders Memorial Park Pool
Resurfacing.

A motion was made by Vice Chair Russell to recommend approval of the quote from Hines
Pool & Spa regarding Founders Memorial Park Pool Resurfacing and for the final surfacing
color to be at staff’s discretion. Commissioner King seconded the motion which carried
unanimously 6 to 0.
G. Discuss and consider recommendation regarding Parks and Community Services 2020
Fee Schedule.
Kelly Schmidt presented the staff report which is on file.
A motion was made by Commissioner Henline to recommend approval of the Parks and
Community Services 2020 Fee Schedule with zip code 78620 as the resident requirement.
Vice Chair Russell seconded the motion which carried unanimously 6 to 0.
H. Discuss and consider recommendation regarding Parks and Community Services
Department mission statement revision.
Kelly Schmidt presented the staff report which is on file.
This item was tabled to the January 6, 2020 meeting.
I. Discuss and consider recommendation regarding new summer youth programming for
2020.
Kelly Schmidt presented the staff report which is on file.
A motion was made by Vice Chair Russell to recommend approval of the summer youth
programming for 2020. Commissioner Fushille seconded the motion which carried
unanimously 6 to 0.

The following updates relate to the planning and administration of the City's Parks & Recreation
Program. No Action to be taken.

Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
