Citizens wishing to discuss matters not contained Parks & Recreation Commission September 1, 2020 Regular Meeting Minutes Page 1 of 4 within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. MINUTES 1. Discuss and consider approval of the July 6, 2020 Parks & Recreation Commission regular meeting minutes. A motion was made by Commissioner Henline to approve the July 6, 2020 Parks & Recreation Commission regular meeting minutes. Commissioner Fushille seconded the motion which carried unanimously 5 to 0. BUSINESS 2. Public hearing, consideration and recommendation regarding an Amendment to the Dripping Springs City-Wide Trails Plan Map. a) Staff Report Amanda Padilla presented the staff report which is on file. Staff recommends approval of the amendment. b) Public Hearing – No one spoke during the Public Hearing. c) Amendment A motion was made by Commissioner Fougerat to recommend approval of an Amendment to the Dripping Springs City-Wide Trails Plan Map. Commissioner Henline seconded the motion which carried unanimously 5 to 0. 3. Discuss and consider recommendation regarding a Request from the Dripping Springs VFW & American Legion for the placement of Parking Barriers at Veterans Memorial Park, commonly known as the Triangle. Kelly Smith presented the staff report which is on file. Staff recommends approval of the request. A motion was made by Commissioner Fougerat to recommend approval of a Request from the Dripping Springs VFW & American Legion for the placement of Parking Barriers at Veterans Memorial Park, commonly known as the Triangle. Commissioner Fushille seconded the motion which carried unanimously 5 to 0. Parks & Recreation Commission September 1, 2020 Regular Meeting Minutes Page 2 of 4 4. Discuss and consider recommendation regarding the location and installation of a Cactus Garden Memorial Monument or an Interpretive Panel Design at Founders Memorial Park. Kelly Schmidt presented the staff report which is on file. Staff recommends approval of the improvement and would like feedback from the Commission regarding design elements. Rob Archer presented the item and the concept of the improvements. Jen Paisley was also available for questions. A motion was made by Commissioner Henline to recommend approval of replacing the monument using existing stone in the location recommended by staff with placement of the interpretative panel on top. Commissioner Fougerat seconded the motion which carried unanimously 5 to 0. 5. Update regarding POSAC and Rathgeber Natural Resource Park. Kelly Schmidt presented the update. The City has approved an agreement for appraisal of the park which will begin soon. Updates to this project will be provided monthly and once the City knows for sure that it will move forward, the Commission can appoint a committee and members. 6. Update regarding the Fiscal Year 2020-2021 Budget. Kelly Schmidt presented the staff report which is on file and reviewed Parks request that were included in the approved budget. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be taken. Reports are on file and available for review by request. 7. Parks & Community Services July & August 2020 Report Kelly Schmidt, PCS Director 8. Parks July & August 2020 Revenue & Expense Report Gina Gillis, City Treasurer PARKS STANDING COMMITTEE REPORTS The following updates relate to the administration of the City's Parks. No action is to be taken. 9. Charro Ranch Park Committee Commissioners Paul Fushille and Matt Fougerat Commissioner Fushille provided an update on the Oak Wilt Mitigation project which has been complete. However, there are concerns with the trenches which will be smoothed out. 10. Dripping Springs Ranch Park Committee Commissioners Wade King and Matthew Zarbaugh The Commission discussed the formation of the DSRP Board and requested that staff consider adding two additional seats to this board for Parks & Recreation Commission representation. Founders Day Memorial Park & Pool Committee Commissioners Eric Henline and Amber Ballman Commissioner Henline provided a brief update on the Skatepark progress. 12. Sports & Recreation Park Committee Commissioners Eric Russell and Robbie Zamora a) Lighting Project Status Update – provided during Budget Update. 13. Veterans Memorial Park Committee Commissioner Robbie Zamora No update at this time. EXECUTIVE SESSION The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session.
