Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. MINUTES 1. Discuss and consider approval of the September 1, 2020 Parks & Recreation Commission regular meeting minutes. A motion was made by Commissioner Henline to approve the September 1, 2020 Parks & recreation Commission regular meeting minutes. Commissioner Fushille seconded the motion which carried unanimously 6 to 0. BUSINESS 2. Discuss and consider recommendation regarding a Girl Scout Silver Award Project Donation related to the renovation and content update of the Charro Ranch Park Kiosk. Kelly Schmidt’s staff report is on file. Autumn Pape presented the item. Commissioner Fushille requested that Autumn also present her project to the Charro Ranch Park Committee, which he will help to coordinate. A motion was made by Commissioner Fushille to recommend City Council approval of the Girl Scout Silver Award Project Donation related to the renovation and content update of the Charro Ranch Park Kiosk. Commissioner King seconded the motion which carried unanimously 6 to 0. 3. Discuss and consider recommendation regarding the Donation of a Bench and Memorial Plaque in honor of Rusty Ranck at Founders Memorial Park. Kelly Schmidt presented the staff report which is on file. Staff recommends approval of the donation. A motion was made by Commissioner King to recommend City Council approval of the Donation of a Bench and Memorial Plaque in honor of Rusty Ranck at Founders Memorial Park. Commissioner Henline seconded the motion which carried unanimously 6 to 0. The Commission directed staff work on a Donations & Dedications Policy for City Parks. Parks & Recreation Commission October 5, 2020 Regular Meeting Minutes Page 2 of 4  4. Presentation and discussion regarding Amendments to the Parkland Dedication Ordinance. Amanda Padilla, Robyn Miga and Brent Luck gave a presentation on proposed amendments to the City’s Parkland Dedication Ordinance. Presentation materials are on file. No action was taken on this item. 5. Discuss and consider approval of the Parks & Recreation Commission 2021 Annual Meeting Calendar. Andrea Cunningham presented the staff report which is on file. Staff recommends approval of the meeting calendar, with the July and September meetings to occur on the 1st Tuesday of the month due to City Hall closures. A motion was made by Commissioner Henline to approve the Parks & Recreation Commission 2021 Annual Meeting Calendar as recommended by staff. Commissioner Fushille seconded the motion which carried unanimously 6 to 0. REPORTS The following reports relate to the planning and administration of the City's Parks & Recreation Programs. The Commission may provide staff direction; however, no action may be taken. 6. Parks & Community Services Monthly Report Kelly Schmidt presented the report which is on file. She discussed the lighting project for the Sports & Recreation Park, Programming and Community Initiatives, and the City’s application for designation as a Bird City. 7. Parks & Recreation August 2020 Financial Statement Gina Gillis, City Treasurer Report is on file and available for review by request. 8. City of Dripping Springs Annual International Dark Sky Community Report to the International Dark Sky Association. Michelle Fischer, City Administrator Report is on file and available for review by request. PARKS STANDING COMMITTEE REPORTS The following reports relate to the administration of the City's Parks. The Board may provide staff direction; however, no action shall be taken. 9. Charro Ranch Park Committee Commissioners Paul Fushille and Matt Fougerat Commissioner Fushille presented the report and updated the Commission on the Charro Ranch Park Bio Blitz. The event featured about ten participants including area Biologists, Botanist, Hays County Master Naturalists, Birders and the Texas Audubon Society. 10. Dripping Springs Ranch Park Committee Commissioners Wade King and Matthew Zarbaugh Parks & Recreation Commission October 5, 2020 Regular Meeting Minutes Page 3 of 4  Chair Zamora presented the report. She attended the Dripping Springs Ranch Park Board meeting and would like to have Commissioner Zarbaugh attend these meetings so that the Commission is update on what is happening at the Ranch Park Event Center as it relates to the park. Chair Zamora will reach out to DSRP Board Chair Todd Purcell to discuss a possible seat on the Board for a representative of the Commission. 11. Founders Day Memorial Park & Pool Committee Commissioners Eric Henline and Amber Ballman Commissioner Henline presented a report on the Skatepark. Designs for the park should be completed in the next couple of weeks, and the developer would like to post a “Coming Soon” sign with design. 12. Sports & Recreation Park Committee Commissioners Eric Russell and Robbie Zamora No updates at this time. 13. Veterans Memorial Park Committee Commissioner Robbie Zamora No updates at this time. EXECUTIVE SESSION The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session.
