Minutes of Planning & Zoning Commission Meeting A Planning & Zoning Commission Meeting ofthe City of Dripping Springs was held Tuesday, September 24,2013, beginning at 7:00 PM in the 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members Larry McClung - Chair Mim James- Vice Chair Josef Martin Kim Hubbard Erik Burgeson Whit Smith James Martin City Staff/Appointed Officials City Administrator Michelle Fischer Planning Director Jon Thompson City Secretary Jo Ann Touchstone City Attorney Alan Bojorquez Commissioner McClung calls the meeting to order at 5:00 p.m. All present except Michelle Fischer. II. WORKSHOP - 5:00 p.m. No Action To Be Taken: A. Land Use Workshop with City Attorney Alan Bojorquez- Alan Bojorquez presents Land Use workshop, power point on file. III. EXECUTIVE SESSION The Planning and Zoning Commissionfor the City ofDripping Springs has the right to adjourn into executive session at any time during the course ofthis meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072(Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074(Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086(Economic Development). IV. PLEDGE OF ALLEGIANCE - 7:00 p.m. City Administrator Michelle Fischer enters meeting at 7:00 p.m. A. Pledge of Allegiance - Commissioner James leads the pledge. V. PRESENTATION OF CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Mayor. The Mayor and City Council may establish a time limit as necessary. 8 City Administrator Michelle Fischer presents Mercer Street Improvement project to the Commission and attendees and highlights the project, timeline for construction, fimdraising efforts and details of project. VI. MINUTES A. Approval of Regular Meeting Minutes, August 27, 2013- Commissioner James motions to approve. Commissioner McClung seconds. Commissioner Burgeson recommends change to D. 1. E. 4. Commissioner James restates motion to include changes offered by Commissioner Burgeson. Commissioner McClung seconds. Motion passes, 6-0-1. Commissioner Hubbard abstains. VII. SITE DEVELOPMENTS/SUBDFVISIONS/ZONING/ON SITE SEWAGE FACILITIES/SIGNSA^ARIANCESAVAIVERS/ALTERNATE STANDARDS/DEVELOPMENT AGREEMENTS Consideration and Possible Action On: A. Sign Variance Requests - YMCA Austin, Springs Family Branch, 27216 Ranch Road 12 South, YMCA, Applicant 1. Presentation -Tom Z., states request and is available for questions. 2. Sign Administrator's Report- City Administrator Michelle Fischer, report on file. 3. Public Hearing- No one speaks. 4. Sign Variance Request to exceed the maximum signable area allowed for a projecting sign -Commissioner Josef Martin motions to approve staff recommendations. Commissioner Burgeson seconds. Request for Alternative Standards for Exterior Design - Shops at Highpointe, for a Medical Office Building(MOB)located at 13429 US 290E (at the southeast corner of US 290 and Sawyer Ranch Road)in Dripping Springs, Luis Duron, ALA, Schneider Hall Architects 1. Presentation - ask Jon who was present, states request and is available for questions. 2. Planning Director's Report-Planning Director Jon Thompson, report on file. Staff recommends approval with masonry enclosure for dumpster. 3. Public Hearing- No one speaks. 4. Alternative Standards- Commissioner James Martin motions to consider. Commissioner Josef Martin seconds. Commissioner James Martin inquires ofPlanning Director Jon Thompson if this changes height. Planning Director Jon Thompson states that it does not. Commissioner James motions to approve as submitted with three side masonry around dumpster. Commissioner Smith seconds. Motion passes, 7-0. E. Request for Alternative Standards for Exterior Design - Lots 5 and 6, Peabody 10 Plaza(Deep Eddy Vodka), Gary Payne, AIA, EnviroPlan Architects Commissioner James Martin recuses himself. 1.
