Regular Meeting Minutes
June 12, 2019 at 4:00 p.m.
A Regular Meeting of the Utility Commission was held Wednesday, June 12, 2019 beginning at 4:00 p.m.
in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER
Commission Members present were:
Jim Langford, Chair
Meghan Lind
Chuck Miller
Roger Kew
Commission Members absent were:
Troy Jamail
City Staff, Appointed Officials and Consultants present were:
Deputy City Administrator Ginger Faught
City Secretary Andrea Cunningham
Code Enforcement Officer/Construction Inspector Aaron Reed
Building Official/Utility Coordinator Sarah Cole
Mayor Pro Tem Bill Foulds
Council Member Manassian
With a quorum of the Commission present, Chair Langford called the meeting to order at 4:01 p.m.
II. PRESENTATION OF CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen
wishing to speak.
No one spoke during Presentation of Citizens.
III. BUSINESS
A. Administration of Oath of Office and Introduction of Chair and Commission
Members.
Andrea Cunningham administered the Oath of Office.
Ginger Faught introduced staff and Commission Members and gave a brief history of the
City’s Wastewater Infrastructure and future plans.
B. Presentation and discussion regarding Ordinance No. 2018-32 establishing the Utility
Commission.

Ginger Faught reviewed the Ordinance and the Utility Commission responsibilities.
C. Presentation and discussion regarding the City of Dripping Springs Texas Pollutant
Discharge Elimination System (TPDES) Permit No. WQ0014488003, and associated
Settlement Agreements.
Ginger Faught presented and reviewed the City’s current Wastewater Permit and provided
a background on the application and receipt of the permit. She also discussed future plans
for effluent storage, the City’s service area and planned updates to the Wastewater Capital
Improvement Plan (WWCIP).
IV. EXECUTIVE SESSION
The Utility Commission for the City of Dripping Springs has the right to meet in executive session at
any time during the course of this meeting to discuss any matter as authorized by Texas Government
Code Sections 551.071 (Consultation with City Attorney), 551.072 (Deliberations about Real
Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076
(Deliberations about Security Devices), and 551.086 (Economic Development). The Utility
Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open
Session or move any item from Executive Session to Open Session for action.
The Commission did not meet in Executive Session.

VI. ADJOURN
A motion was made by Chair Langford to adjourn the meeting. Commission Kew seconded the
motion which carried unanimously 4 to 0.
