Tuesday, December 17, 2019 5:15 PM Council Chambers, Third Floor, Duluth City Hall CALL TO ORDER President Prusak called the meeting to order at 5:15 p.m. ROLL CALL Members Present: Councilor Zack Filipovich, Councilor Arik Forsman, Howard Jacobson, Chris McIntosh, Rob Prusak, Carrie Ryan, Councilor Joel Sipress Staff Present: Bob Asleson, Jim Benning, Leanna Gilbert, Greg Guerrero, Eric Shaffer, Glenn Strid, Kerry Venier PUBLIC COMMENT PERIOD No citizens were present for comment. APPROVAL OF MINUTES DPUC004 October 15, 2019 minutes Indexes: Attachments: 10152019 DPUC meeting minutes draft Commissioner Jacobson motioned to approve the minutes, and the motion was approved unanimously. NEW BUSINESS DPUC006 November 19, 2019 meeting notes Indexes: Attachments: 11192019 DPUC meeting notes These meeting notes were received. DPUC005 19PUC-003 - RESOLUTION AMENDING ARTICLE IV OF THE BYLAWS ADDING SECTION 5 REGARDING PUBLIC COMMENT PROCEDURES. Indexes: Attachments: 19PUC-003 amending Bylaws Article IV City of Duluth Page 1 Duluth Public Utilities Commission. Minutes - Final December 17, 2019 Commissioner Filipovich motioned to approve resolution 19PUC-003, and the resolution was approved unanimously. DPUC007 2020 meeting schedule Indexes: Attachments: 2020 DPUC Meeting Schedule Meetings are held on the third Tuesday of each month. Commissioner Forsman motioned to approve the 2020 meeting schedule, and it was approved unanimously. UPDATES FROM STAFF Eric Shaffer reported on a Notice of Violation received from the MPCA regarding Park Point overflows. There was some discussion about causes of the issue and actions that could be taken. Eric Shaffer also mentioned a transformer that will be installed at the Lakewood Water Treatment Plant. UPCOMING COUNCIL ACTIONS No actions were mentioned. COMMISSIONER QUESTIONS OR COMMENTS Vice President Ryan asked about the plan for starting the stormwater discussion. The plan is to begin discussions in January. Staff can give a summary to bring everyone up to speed again. President Prusak stated that he was originally planning to resign from the Commission after we acted on the stormwater issue. He has since changed his mind and will finish his term. PREVIEW OF UPCOMING BUSINESS The next regular meeting is scheduled for Tuesday, January 21, 2020 at 5:15 p.m. in City Council Chambers. The Commission will discuss the stormwater utility. Commissioner Filipovich would like to look into amending the quorum requirements for the Commission. KNOWN ABSENCES FOR FUTURE MEETINGS Commissioner Forsman will not be able to attend the January meeting. ADJOURNMENT The meeting was adjourned at 5:43 p.m. City of Duluth Page 2
