NOTICE: The Duluth Parking Commission will be holding its April 2021 meeting by other electronic
means pursuant to Minnesota Statutes Section 13D.021 in response to the COVID-19 emergency.
Some members of the Commission will be participating through video conference. Due to the
COVID-19 emergency and the closure of City facilities, public comment will not be taken in person.
However, members of the public can monitor the meeting and provide public comment on agenda
items through WebEx Events. Visit https://duluthmn.gov/live-meeting to access the meeting. The public
is also encouraged to submit written comment to Parking Services Manager Mark Bauer at
mbauer@duluthmn.gov prior to the meeting. Please include “Duluth Parking Commission April 2021
Agenda” in the subject line, and include your name and address and the agenda item you are speaking
to. Please note that all public comment is considered Public Data.

APPROVAL OF MINUTES
Approval of March 2021 meeting minutes
Commissioner Terese Tomanek motioned that the March 2021 parking
commission meeting minutes be approved as presented. Commissioner Em
Westerlund seconded the motion, which was approved 4-0.
ON-STREET ADA ACCESSIBLE PARKING ZONE REQUESTS
On-street accessible parking requests
City of Duluth Parking Services Manager Mark Bauer presented three on-street
ADA accessible parking zone requests. He stated that he had performed site
visits and applicant follow-up for all three and had communicated the requests

with the Commission on Disabilities. Commissioner Tomanek motioned that the
request for 12 East 6th Street be approved. Commission President Jessica Sterle
seconded the motion, which was approved 4-0. Commission Vice President
Noland Makowsky motioned that the request for 614 East 8th Street be approved.
Commissioner Westerlund seconded the motion, which was approved 4-0.
Commissioner Westerlund motioned that the request for 5726 Tioga Street be
approved. Commissioner Tomanek seconded the motion, which was approved
4-0.
SEASONAL CANAL PARK AND EVENT PARKING OPERATIONS PLAN
PROPOSAL
Seasonal Canal Park and event parking operations plan proposal
Mr. Bauer introduced the seasonal Canal Park and summer events plan proposal.
Interstate Parking Company Duluth Operations Manager Jeff Aanenson described
the proposal, stating that the proposed rates and operations plans for the 2021
season were unchanged from the previous season’s plans. Commissioner
Westerlund motioned that the plans be approved as presented. Commissioner
Makowsky seconded the motion, which was approved 4-0.
OFF-STREET PARKING UPDATE
Off-street and on-street parking updates
Mr. Aanenson stated that preparations were underway for the upcoming summer
and events season, including the seasonal parking enforcement season in Canal
Park. He stated that the City and Interstate were producing a new signage
package for Superior Street parking that would include a graphics and
informational wrap for the on-street payment kiosks that would conform to
existing parking signage standards and greatly improve public parking
messaging. Commissioner Westerlund suggested that the City consider adding
accessible parking and other information to the existing Park Duluth mobile
payment application to improve public messaging.
