APPROVAL OF MINUTES
Approval of April 2021 meeting minutes
Commissioner Linda Krug motioned that the April 2021 parking commission
meeting minutes be approved as presented. Commission Vice President Noland
Makowsky seconded the motion, which was approved 4-0.
ON-STREET ACCESSIBLE PARKING ZONE REQUESTS
On-street accessible parking requests
City of Duluth Parking Services Manager Mark Bauer presented two on-street
ADA accessible parking zone requests. He stated that he had performed site
visits and applicant follow-up for both and had communicated the requests with
the Commission on Disabilities. Commissioner Terese Tomanek motioned that
the request for 2724 West 4th Street be approved. Commission Makowsky
seconded the motion, which was approved 4-0. Commissioner Makowsky
motioned that the request for 113 West House Street be approved. Commissioner
Krug seconded the motion, which was approved 4-0.
PROPOSAL TO CONVERT TWO METERS ON 4TH AVENUE WEST TO
A TEN-MINUTE DROP-OFF ZONE
Proposal to convert two meters on 4th Avenue West to a ten-minute drop-off zone
Mr. Bauer presented a proposal to convert two single-stall meters on 4th Avenue
West, adjacent to Starbucks Coffee, to a ten-minute drop-off zone. He stated that
the request had been generated by the manager of the store, who had stated that
customers frequently make short stops to pick up products on-the-go.
Commission President Jessica Sterle asked whether neighboring businesses had

been surveyed regarding the request. Mr. Bauer stated that a survey had not
been performed but that stalls had been chosen for the conversion that would
least impact the other area stakeholders and that Starbucks customers already
frequently utilized them as a drop-off zone informally. Commissioner Krug
motioned that the proposal be approved. Commissioner Tomanek seconded the
motion, which was approved 4-0.
DISCUSSION ON 19TH AVENUE EAST RESIDENTIAL PARKING ZONE
EXTENSION
Discussion on 19th Avenue East Residential Parking Zone
Mr. Bauer presented a petition by stakeholders within Chester Creek Gardens to
alter the residential permit parking zone in their immediate area, near the corner
of 19th Avenue East and 8th Street, to allow them to park there with a type of
special permit following the next review of the University of Minnesota
Residential Parking Permit Zone. He stated that the parcel the building occupied
was very small and contained a limited amount of off-street parking. He stated
that no action was being asked of the commission at the present time and that he
would continue to work toward a solution with the stakeholders.
OFF-STREET PARKING UPDATE
Off-street parking update
Interstate Parking Company Duluth Operations Manager Jeff Aanenson provided
an update on off-street parking operations. He stated that he was actively
tracking post-COVID shutdown parking recovery patterns and noted a consistent
level of growth in parking usage. He stated that preparations for the Canal Park
parking enforcement season had been completed and that Interstate was ready
for the season. Commissioner Makowsky inquired when the Lighthouse Lot
would be open, following its use as a staging area for the nearby Lakewalk
repair project. Mr. Aanenson stated that he estimated that the lot would open
sometime between June 1 and June 15. Mr. Bauer stated that plans were in
progress for summer season routine ramp structural maintenance.
ON-STREET PARKING UPDATE
On-street parking update
Mr. Bauer stated that the new informational graphics for all existing parking
payment kiosks were currently in production and would be installed soon.
