Friday, June 4, 2021 7:30 AM Council Chambers, 3rd Floor, City Hall ROLL CALL Members Present • Noland Makowsky, Vice President • Jessica Sterle, President • Terese Tomanek • Mark Bauer, Ex Officio Members Absent • Linda Krug • Em Westerlund Guests Present • Jeff Aanenson, Duluth Operations Manager – Interstate Parking Company • Carl Crawford, Human Rights Officer – City of Duluth • John Ramos, Investigative Reporter – Duluth Monitor APPROVAL OF MINUTES Approval of May 2021 meeting minutes Approval of the May 2021 meeting minutes was postponed to the July 2021 commission meeting due to the lack of a quorum. OFF-STREET PARKING UPDATE Off-street parking update Interstate Parking Company Duluth Operations Manager Jeff Aanenson stated that the new graphics wraps for the parking payment kiosks in Canal Park and on Superior Street were complete. He stated that preparations were being made for parking related to Grandma’s Marathon. Commission President Jessica Sterle inquired into current trends regarding public parking usage. Mr. Aanenson replied that there was a steady increase in parking usage downtown and that so far he was seeing very strong parking demand in Canal Park for the season. Mr. Bauer stated that budget adjustments had been made to facilitate a focus on facility structural repairs at Hart District Ramp. ON-STREET PARKING UPDATE On-street parking update Mr. Bauer stated that City Hall had reopened to the public. He stated that the Duluth Police Department had made preparations for Grandma’s Marathon, including the Parking Services Division. He stated that the on-street stalls on Canal Park Drive had been converted to pay-by-plate to enhance consistency with other on-street parking that features payment kiosks. Commissioner Sterle City of Duluth Page 1 Parking Commission. Minutes June 4, 2021 inquired into the status of the parking division’s report on Park Duluth mobile parking payment application usage. Mr. Bauer stated that work on the report was in progress. Commissioner Sterle inquired into the history and details regarding the rerouting of the Cross-City Bike Trail through Lincoln Park. Mr. Bauer stated that the trail had been temporarily rerouted through the core business area of Lincoln Park on Superior Street in relation to the ongoing nearby highway interchange redevelopment project. Commissioner Terese Tomanek stated that the Duluth City Council had received a letter from a resident of Park Point inquiring into the City’s plans for bike lanes along Minnesota Avenue on Park Point. Mr. Bauer stated that he was not aware of any plans to add the lanes. PUBLIC COMMENTS Public comments There were no additional public comments. ADJOURNMENT This was discussed. City of Duluth Page 2
