Some members of the Commission will be participating through video conference. Due to the COVID-19 pandemic, public comment will not be taken in person. ROLL CALL Members Present • Linda Krug • Noland Makowsky, Vice President • Jessica Sterle, President • Terese Tomanek • Em Westerlund • Mark Bauer, Ex Officio Guests Present • Jeff Aanenson, Duluth Operations Manager – Interstate Parking Company • Ari Eilola, Duluth Area Manager – Interstate Parking Company • Carl Crawford, Human Rights Officer – City of Duluth APPROVAL OF MINUTES Approval of December 2021 and January 2022 meeting minutes City of Duluth Parking Services Manager Mark Bauer presented the minutes of the December 2021 and January 2022 meetings of the Duluth Parking Commission. Commission Vice President Noland Makowsky motioned that the December 2021 minutes be approved as presented. Commissioner Em Westerlund seconded the motion, which was approved 5-0. Commissioner Linda Krug motioned that the January 2022 minutes be approved as presented. Commissioner Westerlund seconded the motion, which was approved 5-0. ON-STREET ADA ACCESSIBLE PARKING ZONE REQUESTS On-street ADA accessible parking zone requests Mr. Bauer presented five on-street ADA accessible parking zone requests for approval. He stated that he had review the requests and visited the sites and that he recommended approval. He stated that the City of Duluth Commission on Disabilities had been consulted on the requests, as well. City of Duluth Human City of Duluth Page 1 Parking Commission. Minutes February 4, 2022 Rights Officer Carl Crawford stated that he was in support of approval of all five requests. Commissioner Terese Tomanek motioned that the request for 317 East 6th Street be approved. Commissioner Makowsky seconded the motion, which was approved 5-0. Commissioner Makowsky motioned that the request for 24 South 66th Avenue West be approved. Commissioner Krug seconded the motion, which was approved 5-0. Commissioner Krug motioned that the request for 324 North 47th Avenue West be approved. Commissioner Tomanek seconded the motion, which was approved 5-0. Commissioner Westerlund motioned that the request for 3216 Devonshire Street be approved. Commissioner Makowsky seconded the motion, which was approved 5-0. Commissioner Krug motioned that the request for 507 North 4th Avenue West be approved. Commissioner Makowsky seconded the motion, which was approved 5-0. PROPOSAL TO EXTEND A DRIVEWAY SETBACK ON THE 300 BLOCK OF EAST SUPERIOR STREET (Commissioner Tomanek left the meeting at this point due to other commitments.) Proposal to extend a driveway setback on the 300 block of East Superior Street Mr. Bauer presented a proposal to implement a driveway setback on the upper side of the 300 block of West Superior Street. He stated that concerns had been expressed by the residents of the Sheraton apartment building that sightlines between traffic on Superior Street and the garage access for the building were inadequate with vehicles parked within 20’ of the driveway. Commissioner Westerlund motioned that the proposal be approved. Commissioner Makowsky seconded the motion, which was approved 3-0 (Commissioner Krug abstaining). PROPOSAL TO CONVERT A PORTION OF THE 100 BLOCK OF WEST 2ND STREET TO A TWO-HOUR TIME LIMIT ZONE Proposal to establish a two-hour time limit parking zone on the 100 block of West 2nd Street Mr. Bauer presented a proposal to establish a two-hour time limit parking zone on the 100 block of West 2nd Street. He stated that the proposal was generated by a request by the Human Development Center, who were in the process of establishing a new office in the adjacent building, and that HDC had expressed a need for consistent access to the building for staff involved in items such as crisis intervention. He stated that the existing parking meters would be removed and replaced with the two-hour zone. Commissioner Krug motioned that the proposal be approved. Commissioner Makowsky seconded the motion, which was approved 4-0. ANNUAL ELECTION OF COMMISSION PRESIDENT AND VICE PRESIDENT Annual election of Commission President and Vice President Commissioner Westerlund motioned that Commissioner Makowsky be elected President for the coming year. Commission President Jessica Sterle seconded the motion, which was approved 4-0. Commissioner Sterle motioned that City of Duluth Page 2 Parking Commission. Minutes February 4, 2022 Commissioner Westerlund be elected Vice President for the coming year. Commissioner Krug seconded the motion, which was approved 4-0. OFF-STREET PARKING UPDATE Off-street parking update Interstate Parking Company Duluth Operations Manager Jeff Aanenson reported that off-street parking operations were proceeding smoothly, noting that there was an ongoing challenge maintaining a full staffing level during the current economic climate. ON-STREET PARKING UPDATE On-street parking update Mr. Bauer stated that the City’s recently-implemented Snow Emergency system was still being refined in preparation for future declarations. He stated that the recently-implemented parking rate restructure had been received by the public generally favorably. Mr. Aanenson stated that Interstate staff have been helpful in explaining the rate structure changes to customers while at the ramps. Commissioner Sterle inquired whether the Park Duluth mobile payment application system continued to be successful. Mr. Bauer stated that its success was, indeed, consistent.
