Municipal Judge Joe Enos performed the swearing in ceremony of Mayor-Elect Robert Armstrong. City Manager, Kimberly Meek, presented Mayor Robert Armstrong with a Municipal Official pin from the Oklahoma Municipal League. ITEM #2: SWEARING IN OF FINANCE DIRECTOR/TREASURER/CITY CLERK REBECCA CONTRERAS BY MUNICIPAL JUDGE, JOE ENOS. Municipal Judge Joe Enos performed the swearing in ceremony of Finance Director/Treasurer/City Clerk Rebecca Contreras. ITEM #3: SIGNING OF OATH(S) OF OFFICE. Mayor Robert Armstrong and Rebecca Contreras each signed the Oath of Office as well as the Constitutional Oath of Office and the Statutory Oath of Office. ITEM #4: ELECTION OF VICE-MAYOR FOR 2021-2022. A motion was made by Vice-Mayor Hayes, seconded by Councilwoman Smith to elect Councilman Nick Fischer as the Vice-Mayor for the 2021-2022 term. Upon roll call: AYE: Hayes, Smith, Fischer, Wininger, Armstrong NAY: None ITEM #5: CONSIDER AUTHORIZING THE APPROVAL OF MAYOR ROBERT ARMSTRONG’S SIGNATURE UPON THE PUBLIC OFFICIAL’S CERTIFICATE OF MANUAL SIGNATURE AND AUTHORIZE FILING WITH THE OKLAHOMA SECRETARY OF STATE. This item was presented by City Manager, Kimberly Meek, who advised that the City has many small items which require the Mayor’s signature including all accounts payable and payroll checks. By signing the attached form and filing with the Secretary of State, an electronic signature is therefore authorized for daily operations. A motion was made by Councilwoman Hayes, seconded by Vice-Mayor Fischer to authorize the Mayor to execute the Public Officials Certificate of Manual Signature and the filing with the Oklahoma Secretary of State. Upon roll call: AYE: Hayes, Fischer, Smith, Wininger, Armstrong NAY: None ITEM #6: CONSIDER APPROVING THE SIGNATURE CHANGES ON THE CITY OF DUNCAN AND THEIR TRUST AUTHORITES BANK ACCOUNTS AT FIRST BANK AND TRUST CO. PER ATTACHED LIST. This item was presented by City Manager, Kimberly Meek, who advised that the Finance Director/Treasurer will be retiring from the City of Duncan at the end of May 2021. Additionally, the incumbent Mayor will need to be added, in addition a few department credit cards are being added where needed. A motion was made by Councilwoman Wininger, seconded by Vice-Mayor Fischer to approve the signature changes on the City of Duncan and their Trust Authorities Bank Accounts at First Bank and Trust Co. per the attached list. Upon roll call: AYE: Wininger, Fischer, Hayes, Smith, Armstrong NAY: None ITEM #7: OTHER ITEMS TO BE CONSIDERED: a) By the Public- Per State Statute the Mayor and Council will not be able to respond to any issues brought forward during this part of the agenda. The City Manager or the Staff will take your information and address the situation then reconnect with you. The Council Members are available before and after the meeting to address concerns on an individual basis. There were no comments from the Public. b) By the Council-There were none. c) By the City Manager- City Manager, Kimberly Meek, advised there would be a reception after the Council Meeting for refreshments. ITEM #8: ADJOURNMENT A motion was made by Vice-Mayor Fischer, seconded by Councilwoman Smith to adjourn the meeting.
