CITIZENS' INPUT In-person citizen comments will be heard during the Regular Session. In keeping with the City Council’s Rules of Procedure adopted on June 4, 2024, electronic mail comments will no longer be read aloud. Paper copies will be provided to the City Council at the dais. Consider the minutes for the July 9, 2026, Special Called Meeting and the July 21, 2026, City Council Meeting. B. Consider a resolution authorizing approval of an expenditure of $236,820 for the Duncanville Community and Economic Development Corporation (DCEDC) to enter into a contract with the Better Block Foundation (501C3) for the design, installation and programming of the "Duncanville Better Block" demonstration project at South Main Street and East Wheatland Road. C. Consider an Ordinance amending the One Time Project Fund of the FY 2025-26 Budget 8. ITEMS FOR INDIVIDUAL CONSIDERATION A. Take any necessary action as a result of the Executive Session. B. Consider an Ordinance amending chapter 12, “miscellaneous offenses and provisions,” of the code of ordinances regulating parking on unimproved surfaces; providing purpose and intent; providing definitions; establishing applicability, parking standards, special event override procedures, exemptions, enforcement, and penalties; providing for severability; and providing an effective date. C. ZONE-2026-00013: Consider a public hearing and request from Monte Anderson (owner) to amend the current Planned Development 1817 (PD- 1817) to add the land use ‘tattoo shop’ as a permitted use on real property located at 100 S. Main Street, legally described as Lot 1, Block A, Main Station on 1.31 acres in the City of Duncanville, Dallas County, Texas. D. ZONE-2026-00016: Consider a public hearing and request from Daniel Lozano (applicant/owner) for a Zoning Change from Local Office/Retail (LOR) to Multi-Family Residential District 21 (MF-21) to develop residential structures on real property located at 1435 Candlelight Avenue, legally described as Block L, Lot 1, Candlelight Estates 3rd Installment on 1.2 acres, City of Duncanville, Dallas County, Texas. 9.
