December 18, 2024, Tree Board Meeting Mayor Pennant opened the floor for public comment; being none, the floor was closed. Motion to Approve Item A of the Consent Agenda. Motion Seconded. Voting in favor: Commissioner Wilson, Commissioner Goddard, Commissioner Richardsson, Vice Mayor Quarles, Mayor Pennant The motion passed unanimously. Proclamation Constitution Week Proclamation Mayor Pennant opened the floor for public comment; being none, the floor was closed. Motion to Support Constitution Week Proclamation. Motion Seconded. Mayor Pennant presented Constitution Week Proclamation. AGENDA: Interim Town Manager stated that no changes were made to Agenda for September 10, 2025. Mayor Pennant opened the floor for public comment: being none, the floor was closed. Motion to Approve the Agenda for September 10, 2025. Motion Seconded. Voting in favor: Commissioner Wilson, Commissioner Goddard, Commissioner Richardsson, Vice Mayor Quarles, Mayor Pennant The motion passed unanimously. Mayor Pennant read Mayor’s Statement Agenda Item No. 1: Resolution 25-32 – Adoption of Tentative Millage Rate FY 2025-26 Attorney Claytor read Resolution 25-32 in its entirety into the record. Interim Town Manager Carbone read the analysis into the record. Mayor Pennant opened the floor for public comments. Rafael Jaramillo commented on budget. Michelle Thompson opposed budget. Meliton Jaramillo expressed concern and opposed millage. Leticia Jaramillo opposed millage. Alethea Pugh inquired about millage and budget. Dee Hall expressed dissatisfaction with budget. Mayor Pennant closed the floor. Attorney Claytor recommended that the Town Commission vote to approve the millage and address the budgetary concerns separately. Motion to Approve Resolution 25-32 – Adoption of Tentative Millage Rate FY 2025-26. Motion Seconded. Voting in favor: Commissioner Goddard, Vice Mayor Quarles, Mayor Pennant. Voting in opposition: Commissioner Richardson and Commissioner Wilson. The motion passed by majority vote. Attorney Claytor requested a recess. Agenda Item No. 2: Resolution 25-33 – Adoption of Tentative Budget FY 2025-26. Mayor Pennant moved to recess and continue the public hearing on and/or for Resolution 25-33 – Adoption of Tentative Budget FY 2025-26. Motion Seconded. Voting in favor: Commissioner Wilson, Commissioner Goddard, Commissioner Richardsson, Vice Mayor Quarles, Mayor Pennant The motion passed unanimously. Agenda Item No. 3: Resolution 25-30 – Fire Assessment Fee Roll Certification FY 2025-26. Attorney Claytor read the title of Resolution 25-30 into the record. Interim Town Manager Carbone read the analysis into the record. Mayor Pennant opened the floor for public comments. No Public Comments. Mayor Pennant closed the floor. Motion to Approve Resolution 25-30 – Fire Assessment Fee Roll Certification FY 2025-26. Motion Seconded. Voting in favor: Commissioner Wilson, Commissioner Goddard, Commissioner Richardsson, Vice Mayor Quarles, Mayor Pennant The motion passed unanimously. Agenda Item No. 4: Resolution 25-31 – Stormwater Utility Fee Roll Certification FY 2025-26. Attorney Claytor read the title of Resolution 25-31 into the record. Interim Town Manager Carbone read the analysis into the record. Mayor Pennant opened the floor for public comments. Alethea Pugh inquired as to the use of the funds. Mayor Pennant closed the floor. Motion to Approve Resolution 25-31 – Stormwater Utility Fee Roll Certification FY 2025-26. Motion Seconded. Voting in favor: Commissioner Wilson, Commissioner Goddard, Commissioner Richardsson, Vice Mayor Quarles, Mayor Pennant The motion passed unanimously. DELEGATIONS-QUESTIONS & COMMENTS FROM THE FLOOR (Each speaker shall be limited to three (3) minutes) Mayor Pennant opened the floor for delegations. Alethea Pugh commented on code enforcement. Debra Casey commented on code enforcement. Town of Dundee Town Commission, September 10, 2025, at 6:30 p.m. Page 3 of 8 Carl Fish expressed concern(s) regarding effective communication(s). Mari Jimenez inquired as to speed tables on and/or for Frederick Avenue. Drexel Robinson informed Town Commission of community BBQ. Mayor Pennant closed the floor. REPORTS FROM OFFICERS Polk County Sheriff’s Office – No comments. Town Attorney – discussed Resolution No. 25-22 (supporting SB 180 litigation). ▪ Informed Town Commission that Attorney Cole informed the Town that more than 10 jurisdictions had joined as party plaintiffs in and/or for the SB 180 litigation. ▪ Regardless of whether the Town participates, the SB 180 litigation will proceed. ▪ Provided summary of and/or for SB 180. ▪ Motion to Approve Resolution 25-22 (as presented and continued on August 12, 2025) and participate in the SB 180 litigation. o Motion Seconded. o Voting in favor: Commissioner Wilson, Commissioner Goddard, Commissioner Richardsson, Vice Mayor Quarles, Mayor Pennant o The motion passed unanimously. Interim Town Manager – Informed Town Commission of the Ridge League of Cities Dinner scheduled for September 16, 2025. Department Updates - No reports Commissioners – No Comments.
