1. Call to Order
Chair Harris called the meeting to order at 5:30 p.m.

MOTION: Approve the requested excused absences. (Miller, Winders 2nd).
ACTION: Carried, 9-0.
3. Adjustments to the Agenda
Ms. Smith requested two changes.
1) To remove Case A1500010 & Z1500023 Hope Valley Commons Business Park from
the agenda due to a notification error. These cases will be on the February agenda.
2) Reorder the agenda to reflect item F. A1500020 Compact Neighborhood Tier Policy
Updates as item A under Public Hearings Amendments to the Comprehensive Plan.

3) Chair Harris requested to add one item under New Business dealing with committed
elements.
MOTION: Accept changes to the agenda. (Miller, Ghosh, 2nd)
ACTION: Carried, 9-0.
Mr. Young updated the Commission regarding recent Planning Department organizational
structure changes. He informed the commission that Sara Young, Assistant Director for Strategic
Planning, would now have oversight of the Land Use Division and Grace Smith would still be the
staff liaison to the commission.
4. Approval of the Minutes
MOTION: Approve the Minutes from December 8, 2015 (Buzby, Hyman 2nd ).
ACTION: Motion carried, 9-0.
5. Public Hearings: Zoning Map Change Requests
A. Straw Valley (Z14000033)
Zoning Map Change Request: Office Institutional (OI) and Commercial Neighborhood (CN) to
Mixed Use with a development plan (MU (D)). PIN(s) 08700-03-01-5565, -8645, -11-0701.
Staff Report: Ms. Wolff presented Z1400033.
Public Hearing: Chair Harris opened the public hearing. One person spoke in support and no one
spoke in opposition. Chair Harris closed the public hearing.
Commission Discussion: The discussion focused on traffic and incorporating affordable housing
units into the proposal.
MOTION: Recommend approval of Z1400033. (Buzby, Hyman, 2nd)
ACTION: Motion carried, 9-0.
MOTION: To excuse Ms. Huff. (Miller, Harris 2nd)
ACTION: Motion carried, 9-0.
FINDINGS: The Planning Commission finds that the ordinance request is consistent with the
adopted Comprehensive Plan. The Commission believes the request is reasonable and in the
public interest and recommends approval based on comments received at the public hearing
and the information in the staff report.
7. Public Hearings: Text Amendments to the Comprehensive Plan
A. Compact Neighborhood Tier Policy Updates (A1500020)
Request: The City of Durham is requesting amendments to the text of the Durham
Comprehensive Plan to address land use and affordable housing issues specific to Compact
Neighborhoods and light rail transit areas.
Staff Report: Ms. Jacobson presented the staff report.
Public Hearing: Chair Harris opened the public hearing. One citizen spoke in support and one is
opposition. Chair Harris closed the public hearing.

Commission Discussion: Discussion centered on Affordable Housing.
MOTION: 60 day continuance to allow interested parties to meet with staff to revise the
proposed Comprehensive Plan text regarding affordable housing. (Hyman, Miller 2nd).
ACTION: Motion carried, 8-0.
B. Leigh Village Compact Neighborhood (A1500014)
Request: The City and County of Durham are requesting changes to the Future Land Use Map
including that the Development Tier boundary be modified and that multiple future land use
designations be changed to Design District, Recreation and Open Space, and Low Density
Residential in the vicinity of NC Highway 54, Farrington Road and George King Road. PINs: 0708-

Staff Report: Ms. Jacobson presented the staff report.
Public Hearing: Chair Harris opened the public hearing. Seven citizens spoke in support and
seven spoke in opposition. Chair Harris closed the public hearing.
Commission Discussion: Buzby indicated a desire to not discuss the item without having a
majority of Commissioners present.
MOTION: To excuse Ms. Hyman. (Buzby, Miller 2nd).
ACTION: Motion carried, 8-0.
At this time the Commission no longer had a quorum.
8. New Business:
Grace Smith updated the Commission on the potential cases to be heard at the February 2016
meeting. Mr. Harris discussed the Guidelines for Committed Elements.
Mr. Whitley stated that commission members should be consistent in their actions when
deliberating on cases. An example would be affordable housing. He was concerned that some

applicants are asked more often than others about whether or not they might provide
affordable housing units.
