Call to Order Chair Harris called the meeting to order at 5:33 p.m. 2. Adjustments to the Agenda – None 4. Approval of the Minutes MOTION: Approve the Minutes from January with a correction by Mr. Buzby (Buzby, Miller2nd). Public Hearings: Plan Amendments with Concurrent Zoning Map Changes Request A. Hope Valley Commons Business Park (A1500010 & Z1500023) Plan Amendment Change Request: Office to Commercial; PINs: 0718-01-18-8557; 0718-01-18-6519 (partial). Zoning Map Change Request: Office to Commercial; PINs:0718-01-18-8557, -6519 (partial).. Staff Reports: Ms. Woods presented case A1500010 and Mr. Taylor presented Z1500023. Public Hearing: Chair Harris opened the public hearing. One citizen spoke in support and no one spoke in opposition. Chair Harris closed the public hearing. Commission Discussion: The discussion centered on the project’s commitments, security concerns, fences, driveways and buffers. MOTION: Recommend approval of A1500010. (Brine, Riley 2nd) ACTION: Motion carried, 11-2 with Miller and Huff voting no. MOTION: Recommend approval of Z1500023. (Brine, Miller 2nd) ACTION: Motion carried, 11-2 with Miller and Huff voting no. FINDINGS: The Planning Commission finds that the ordinance request is not consistent with the adopted Comprehensive Plan. However, should the plan amendment be approved, the request would be consistent with the Comprehensive Plan. The Commission believes the request is reasonable and in the public interest and recommends approval based on comments received at the public hearing and the information in the staff report. B. Cornwallis Road Property II (A1500012 and Z1500031) Plan Amendment Change Request: Commercial (6.10 ac.), Low Density Residential (4DU/Ac. Or less) (4.20 ac.), and Medium Density Residential (6.12 DU/Ac.) (16.24 ac.) to Low-Medium Density Residential (4-8 DU/Ac.) (26.54 ac.); PINs: 0811-03-02-9594 (partial), -12-2899 (partial), -7598 (partial), - 8597 (partial), -5373 (partial), -8744 (partial), -22-0548 (partial), -13-13-5490, -6205, - 6106, -5083, -8234, -12-5883, -5683, -8975, -22-0799 (partial), -23-1001, -0101. Zoning Map Change Request: Residential Suburban-20 (RS-20) (39.14 ac.), Commercial General (CG) (1.81 ac.) to Planned Development Residential 4.131 (PDR 4.131) ; PINs: 0811-03-02-9594, -12-2899, -8202, -7598, -8597, -8744, -22-0548, -13-12-5373, -5683, -5883, -8975, -13-5083, -6106, -5490, - 6205, -22-0799, -23-0101, -1001 Staff Reports: Ms. Wolff presented cases A1500012 and Z1500031. Public Hearing: Chair Harris opened the public hearing. Three citizens spoke in support. Nine citizens spoke in opposition. Chair Harris closed the public hearing. Commission Discussion: The discussion centered on residential densities, environmentally sensitive areas, open space, traffic congestion, stormwater impacts and the potential loss of trees. MOTION: Recommend approval of A1500012 (Miller, Brine 2nd) ACTION: Motion failed, 3-10 with Ghosh, Winders and Kenchen voting yes. MOTION: Recommend approval of Z1500031 (Miller, Buzby 2nd) ACTION: Motion failed, 3-10 with Ghosh, Winders and Kenchen voting yes. Durham Planning Commission Minutes February 9, 2016 Page 2 of 3 FINDINGS: The Planning Commission finds that the ordinance request is not consistent with the adopted Comprehensive Plan. The Planning Commission believes the request is not reasonable nor in the public interest and recommends denial based on comments received at the public hearing, information in the staff report, problems with traffic congestion, inadequate transportation infrastructure, impacts on the environment, inconsistency with neighboring land uses, inadequate facilities provided in the development plan, and opposition from the community. 6. Public Hearings: Zoning Map Change Requests A. Westpoint at 751 Revisions III (Z15000027) Zoning Map Change Request: Commercial Center with a development plan (CC(D)) to Commercial Center with a development plan (CC(D)). PIN(s): 0718-03-12-5633, -6935, -7637, -4870, -13-5216, - 7233, -7070 Staff Report: Mr. Taylor presented Z1500027. Public Hearing: Chair Harris opened the public hearing. One citizen spoke in support, and no one spoke in opposition. Chair Harris closed the public hearing. Commission Discussion: No concerns were raised. MOTION: Recommend approval of Z1500027 (Brine, Miller 2nd). ACTION: Motion carried 13-0. FINDINGS: The Planning Commission finds that the ordinance request is consistent with the adopted Comprehensive Plan. The Commission believes the request is reasonable and in the public interest and recommends approval based on comments received at the public hearing and the information in the staff report. 7. New Business Grace Smith updated the Commission on the potential cases to be heard at the March 2016 meeting. Ms. Smith also took a poll of members that are able to attend upcoming training. In addition, staff was asked to look into the following: City email accounts for commission members, letterhead/format for commissioner communications and increasing the size of the D-plans provided in the packets. 8.
